<br />"A REgOLUTION APPROVING THE 1980 COMMUNITY DEVELOPMENT PROGRAM AND AUTHORIZING THE
<br />CITY MANAGER TO FILE AN APPLICATION THEREFOR.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />as amended, financial assistance is provided to localities for undertaking and carrying
<br />community development activities; and
<br />
<br />out
<br />
<br /> WHEREAS~ public hearings have been held and the City Council has reviewed a 1980 Com-
<br />munity_pp~o~m~nt Program in the City 6f Portsmouth; and
<br />
<br /> WHEREAS, it is necessary that this Council take appropriate official action respecting
<br />said program to comply with the regulations of the aforementioned act; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are proposed in the undertaking
<br />and carrying out of activities under the Community Development Program; and
<br />
<br /> WHEREAS, this Council, on
<br />authority to apply for a grant
<br />the aforementioned Act; and
<br />
<br />behalf of the City of Portsmouth, possesses the legal
<br />and execute the proposed program under the provisions
<br />
<br />of
<br />
<br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be estab-
<br />lished to prohibit employees from using their positions for a purpose that gives the appear-
<br />ance of being motivated by a desire for private gain for themselves or others, particularly
<br />those with whom they have family, business or other ties.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the 1980 Community Development Program has been reviewed and considered and hereby is
<br />approved in all respects and that the City Manager is, hereby authorized to file an applicatio
<br />and any additional information as may be required for the City's full 1980 entitlement
<br />totaling 12,800,0OO under this program.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer
<br />and authorized representative of the City of Portsmouth and shall provide assurances as
<br />requireR~h~ %h~ regulations of the Housing and Community Development Act of 1974, as amended,
<br />for the ~a~ and execution of such a program.

<br />and expend funds for state and federal grants not presently

<br /> This resolution is an annual authorization given to the Portsmouth School Board to
<br />enable them to apply for, receive, and expend funds within catagories which they may be
<br />entitled to receive grant funds. A copy of the request from the School Board is attached
<br />for your information. The City Manager recommends adoption."

<br />The fcllowing letter received from the School Board:
<br />
<br /> "At ~heir regular meeting on Thursday, August 9, 1979, the School Board of the City-of
<br />Portsmouth adopted the following resolution:
<br />
<br />'BE IT RESOLVED that the.School
<br />from City Council, to apply for,
<br />agencies not presently budgeted
<br />
<br />Board of theLCity of Portsmouth request authorization
<br />receive, and~expend funds from State', Federal and other
<br />in the 1979-80 School Budget.'"

<br /> On motion of Mr. Barnes and seconded by Mr. east, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"~ RESOLUTION ADVISING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO MAKE APPLI-
<br />CATION FOR, TO RECEIVE AND EXPEND FUNDS FROM FEDERAL, STATE AND OTHER AGENCIES
<br />NOT PRESENTLY BUDGETED IN THE 1979-80 BUDGET; DIRECTING THE SCHOOL BOARD TO
<br />REPORT RECEIPT AND EXPENDITURE OF SUCH FUNDS TO THE CITY MANAGER.
<br />
<br /> WHEREAS, educational funds from a variety of governmental agencies become available
<br />during the fiscal year; and
<br />
<br />WHEREA~,in. man~ occasions, priority of funding is based upon time application.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the School
<br />Bcard of the City of Portsmouth is authorized to make application for, receive and expend
<br />funds from Federal, State and other governmental agencies not presently budgeted in the
<br />1D79-80 School Budget.
<br />
<br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to advise the
<br />City Manager of the total sum received and expended.
<br />
<br />This Resolution shall become effective from the date of its adoption."
