<br /> 79-322 "Consideration of a resolution appointing viewers for the closing of a portion
<br />of Fairfa× Avenue.

<br /> H. L. and Linda Clifford have made application to close a portion of Fairfax Avenue.
<br />The City Planning Commission has reviewed the request and recommends said closure. This
<br />resolution appoints viewers pursuant to state law. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded~:by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWER5 FOR THE CLOSING OF A PORTION OF FAIRFAX
<br />AVENUE.
<br />
<br /> WHEREAS, Harry L. Clifford and Linda Clifford have made application to vacate, close
<br />and discontinue the hereinafter described portion of Fairfa× Avenue, and it appearing that
<br />notice of application and request for the appointment of viewers was duly posted on August
<br />3, 1979 on the bulletin board of the City Hall Building of the City of Portsmouth, the
<br />bulletin board of the General District Court, Civil Division, of the City of Portsmouth
<br />and the bulletin board of the Circuit Court of the City of Portsmouth notice of application
<br />and request for the appointment of viewers was duly posted on August 3, 1979.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, Henry P. Crowe, Reverend J. R. Wilkerson, Betvin W. Blachman and
<br />A. N. Kendrick be appointed viewers and that James Moss be appointed an alternate viewer
<br />in the event one of the preceding viewers fails to participate, said viewers to view the
<br />hereinafter-described portion of such street and to report to this Council in writing,
<br />whether in their opinion and, and if any, what inconvenience would result in vacating and
<br />closing of the following steet:

<br />FAIRFAX AVENUE
<br />
<br /> All that certain part of Fairfax Avenue as shown on the
<br />plat of Virginia Realty Investment Company lying between the
<br />,south line of South Street and the north line of Bart Street,
<br />which is also that part of Fairfax Avenue adjacent to Lots 1
<br />and 2 in Block 45 on the west and adjacent to Lots 23 and 24
<br />in Block 44 on the east as shown on said plat. (S-79-6)"

<br /> 79-323 "Consideration of a resolution authorizing the City Manager to advertise and
<br />to convey certain city owned property (Jefferson Court).
<br />
<br /> This resolution will authorize the City Manager to advertise this property for sale
<br />pursuant to the City's Charter. The City Manager recommends adcption."
<br />
<br />The City Attorney advised Council the above Item could be acted on by motion.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to advertis{
<br />the p~perty for sale (Jefferson Court), and was adopted by unanimous vote.
<br />
<br /> 79~5~4 "Consideration of a motion to writeoff uncollected receivables owed to the
<br />City in the amount of $2,650.64.
<br />
<br /> This motion will authorize th~ writeoff of four uncolle=tible accounts which are in
<br />amounts of more than $300 each. The accounts are deemed to be uncollectible by the Director
<br />of Finance and the City Attorney. Section 11~ of the City Code authorizes the Director
<br />of Finance to write-off uncollectible accounts up to the sum of $300 each, provided the
<br />City Attorney concurs in writing that such receivables are uncollectible. The Code further
<br />requires that such write~6ffs~ber~eported to the City Council, and a listing which totals
<br />$16,518.52 is attached of 387 accounts of less than $300 each which have been written~6ff.
<br />Ail of the writes6f~s will be effective as of June 30, 1979. The City Manager recommends
<br />adoption."

<br /> Motion of Mr. Holley and seconded by Mr. Barnes, that authorization be granted to write-
<br />off uncollected receivables in the amoun~ of $2,630.64, and was adopted by unanimous vote.
<br />
<br /> T9-325 "The following interim report from the City Manager on requests for curbs, gnit¢
<br />and street improvements in the 800 block of Vermont and Potomac ~v'e~ues was presented:
<br />
<br /> 'During the August 13, 1979 public hearing on the proposed 1980 Community Development
<br />Program, residents from ~he 800 block of Vermont an~ Potomac appeared in order to request that
<br />CD funds be used to provide adeqaate drainage, curbs, and gutters. This matter w~s referred
<br />to my office for review, and this communication wil.1 serve as an interim report.
<br />
<br /> The area in question actually consists of small segments of Vermont, Potomac, Clowe,
<br />Portland, Cambridge, and Commerce Streets just north,%of the abandoned Seaboard Coast Line
<br />Railroad. This area is one ~f the larger areas, which for some unknown reason was excluded
<br />from'the curb and gutter program that preceded the City's present priority system. The City
<br />Engineering Department has calculated that it would cost approximately $250,000 to curb and
<br />gutter this area.
