283 August 28, 1979 The sale of the air rights amounted to $129,060 and is being applied to the cost of construct- ing the parking facilities. The initial plan called for the bonding of the parking facility by the Parking Authority with the outstanding bonded amount to be reduced by the amount of the land proceeds. This appropriation will reduce the amo.unt to be provided by approximately $130,000. The City Manager recommends adoption on first reading." On motion of Mr. Barnes and seconded by Mr. H611ey, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $1,230,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE PARKING GARAGE AND MUNICIPAL BUILDING COMPLEX, INCLUDING PUBLIC IMPROVEMENTS AND LANDSCAPING," 79-317 - "Consideration of an ordinance on first reading the Capi~at Improvements Fund for repairs and improvements to Station. to appropriate $43,500 from the Victory Boulevard Fire This ordinance will provide the necessary funds for renewal of asphalt and concrete paving comprising the rear entrance driveway to the Fire S±ation on Victory Boulevard as well as constructing proper foundation and resurfacing with concrete and asphalt. The Fire Station is appro×imately 14 years old and due to the increased weight of the fire ap- paratus that uses the facility daily the current thickness of the concrete and asphalt is inadeqpa~e.~,~Thi.s project was included in our 1979-80 Capital Improvements Fund with a rec6m mended ~unding of $45,000. The City Manager recommends adoption on first reading." On motion of Mr. Be~me~ and seconded~by Mr. ~y~ ~h~ fo-llowfng ordinance ~as~-appr~ved reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $A3,500 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS ~D.[~pgD~E~ENTS TO THE VICTORY BOULEVARD FIRE STATION." 79-318 "Consideration of an ordinance on first reading to appropriate $86,000 from the Cap,ital-tmprovements Fund for the repairs to the Lake Cohoon Dam Spillway. This appropriation will provide the necessary funds to make the necessary recommended repairs to the Lake Cohoon Spillway based on t~e consultants report recently completed, outlining the conditions that require immediate corrections. The Capital Improvements Program for 1979Ad0includes $250,000 for repairs to dams and spillways for Lake Lake Kilby and the gate houses for both. This appropriation will be funded from the 1979 authorization, the source of funding for this authorization will be Public Utilities bond proceeds. The City Manager recommends adoption on £irst reading." On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved on f~st reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIAIE $86,000 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS TO THE LAKE COHOON SPILLWAY." 79-319 "Consideration of an ordinance on first reading to amend Chapter 37, Section 66, of the City Code as it pertains to rates for taxi cabs. This amendment to the city ordinance will change Portsmouth's rates for taxi cab fares from 80 cents for the first 1/6 of a mile and 10 cents for each additional 1/6 of a mile to 1/8 of a mile. The survey of the Southside Hampton Roads cities has determined that the current rates for tax~ cabs in Norfolk, Chesapeake and Virginia Beach are based on 1/8 of a mile, with Portsmouth having the only rates based on 1/6 of a mile. This change will make the Portsmouth rate for the first 1/8 of a mile and additional 1/8 of a mile the sa~ as Norfolk, Chesapeake, Virginia Beach charges $1.00 for the first i/8 of a mile. In order that we have uniform rates for the cities, including waiting time the charge for waiting time will be increased from 10 cents to 1S cents per minute. The City Manager recommends adoption On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE TO AMEND SECTION 37-66 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO THE RATES ESTABLISHED FOR TAXICABS."
