The initial plan called for the bonding of the parking facility <br />by the Parking Authority with the outstanding bonded amount to be reduced by the amount of <br />the land proceeds. This appropriation will reduce the amo.unt to be provided by approximately <br />$130,000. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. H611ey, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,230,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PARKING GARAGE AND MUNICIPAL BUILDING COMPLEX, INCLUDING PUBLIC IMPROVEMENTS <br />AND LANDSCAPING," <br /> <br /> 79-317 - "Consideration of an ordinance on first reading <br />the Capi~at Improvements Fund for repairs and improvements to <br />Station. <br /> <br />to appropriate $43,500 from <br />the Victory Boulevard Fire <br /> <br /> This ordinance will provide the necessary funds for renewal of asphalt and concrete <br />paving comprising the rear entrance driveway to the Fire S±ation on Victory Boulevard as <br />well as constructing proper foundation and resurfacing with concrete and asphalt. The <br />Fire Station is appro×imately 14 years old and due to the increased weight of the fire ap- <br />paratus that uses the facility daily the current thickness of the concrete and asphalt is <br />inadeqpa~e.~,~Thi.s project was included in our 1979-80 Capital Improvements Fund with a rec6m <br />mended ~unding of $45,000. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Be~me~ and seconded~by Mr. ~y~ ~h~ fo-llowfng ordinance ~as~-appr~ved <br />reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $A3,500 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />~D.[~pgD~E~ENTS TO THE VICTORY BOULEVARD FIRE STATION." <br /> <br /> 79-318 "Consideration of an ordinance on first reading to appropriate $86,000 from <br />the Cap,ital-tmprovements Fund for the repairs to the Lake Cohoon Dam Spillway. <br /> <br /> This appropriation will provide the necessary funds to make the necessary recommended <br />repairs to the Lake Cohoon Spillway based on t~e consultants report recently completed, <br />outlining the conditions that require immediate corrections. The Capital Improvements <br />Program for 1979Ad0includes $250,000 for repairs to dams and spillways for Lake <br />Lake Kilby and the gate houses for both. This appropriation will be funded from the 1979 <br />authorization, the source of funding for this authorization will be Public Utilities bond <br />proceeds. The City Manager recommends adoption on £irst reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on f~st reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIAIE $86,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />REPAIRS TO THE LAKE COHOON SPILLWAY." <br /> <br /> 79-319 "Consideration of an ordinance on first reading to amend Chapter 37, Section <br />66, of the City Code as it pertains to rates for taxi cabs. <br /> <br /> This amendment to the city ordinance will change Portsmouth's rates for taxi cab <br />fares from 80 cents for the first 1/6 of a mile and 10 cents for each additional 1/6 of a <br />mile to 1/8 of a mile. The survey of the Southside Hampton Roads cities has determined <br />that the current rates for tax~ cabs in Norfolk, Chesapeake and Virginia Beach are based <br />on 1/8 of a mile, with Portsmouth having the only rates based on 1/6 of a mile. This change <br />will make the Portsmouth rate for the first 1/8 of a mile and additional 1/8 of a mile the sa~ <br />as Norfolk, Chesapeake, Virginia Beach charges $1.00 for the first i/8 of a mile. In order <br />that we have uniform rates for the cities, including waiting time the charge for waiting time <br />will be increased from 10 cents to 1S cents per minute. The City Manager recommends adoption <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 37-66 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO THE RATES ESTABLISHED FOR TAXICABS." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, D~vis <br />Nays: None <br /> <br /> 79-320 "Consideration of a resolution approving the 1980 <br />Program and authorizing the City Manager to file an application <br />with the Community Development act. <br /> <br />Community Development <br />for funding in accordance <br /> <br /> The Community Development Program submitted for approval under this resolution was <br />presented as part of the Public Hearing on Monday night, August 13, 1979.
