<br />The following reports from the City Manager were presented:

<br /> 79-515 - "Consideration of an ordinance on first reading to appropriate ~2~,820 from
<br />the Community Development Fund for architectural and engineering related services for Thomas
<br />Jefferson Centerand a convalescent home to be constructed and operated by S~OP.
<br />
<br /> The City has received the first jointly funded project in'Firginia through the Mid-
<br />Atlantic Federal Regional Council. The program consisting of two Federal Agencies working
<br />in cooperation to fund certain programs in the Southside Redevelopment Area. This appropri-
<br />ation consists of $100,000 from the Community Services Administration for the purpose of
<br />conducting architectural and engineering studies and designs to transform the Thomas Jefferso~
<br />Center into a Comprehensive Community Center and Skills Center. Of this $100,000; $3,000
<br />is for administrative cost for the Office of Economic Development; $7,000 is for expenses
<br />to be incurred by the City Engineering Department and $90,000 is for contracting with a con--
<br />sultant. In addition, $174,820 of Community Services Administration funds is to be channeled
<br />through the City to the STOP Organization to enable STOP to hire an architectural firm to
<br />design a Convalescent/Regional Nursing Home Training Center in the Southside area. These
<br />funds:are~ being~matched with $500,000 in Community Development funds previously appropriated
<br />for the Southside IV land acquisition program to the west of the former Coast Guard Base.
<br />HUD has been designated by the Federal Regional Council as lead agency for this project.
<br />The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $274,820 FROM THB COMMUNITY DEVELOPMENT FUND FOR
<br />ARCHITECTURAl, ENGINEERING AND DESIGN COSTS TO THE THO)~S JEFFERSON CENTER AND
<br />CONVALESCENT HOME TO BE OPERATED BY STOP."

<br /> 79~316":- 2Consideration of an ordinance on first reading to appropriate $1,230,000
<br />from the Capital Improvements Fund for the parking garage, municipal building complex,
<br />public improvements, and landscaping~

<br /> T~is,appropriation will provide the funds necessary to complete the construction of
<br />the municipal parking ramp and facilities, the City's share of the municipal building
<br />complex an~ the cost for architectural plans review, engineering, and inspection. Of the
<br />total appropriation, $850,000 is the balance left in the municipal building and parking
<br />facilities project authorization from the 1979~D Capital Improvements Program. $250,000
<br />of the appropriation is allocated for the architectural plans review, mechanical and electri-
<br />cal plans review and the force account work by City forces for engineering and on=site in-
<br />spections~ The balance of the appropriation $130,000 is to appropriate the land proceeds
<br />received from %h~e sale of the air rights by the~Portsmouth Parking Authority to the developer~
