<br />THE INCENTIVE PROGRAM, 1980."

<br />T~e City-Manager submitted the following letter:
<br />
<br /> "A~tached for your information is a copy of all projects which have been approved by
<br />the Parks and Recreation Commission under the incentive fund program. Please note that
<br />the "amount spent" column represents expenditures to date, and not total project costs,
<br />which are estimated at approximately $102,000.
<br />
<br /> In addition to the above project listing, City Council requested at the August 14,
<br />1979 meeting that I provide a general view as to the operation and benefit of the Forum
<br />System. As you are aware, there were concerns raised by some civic organizations and individu-
<br />als at the initiation of the system. To address the various concerns expressed, the Parks
<br />and Recreation Commission and Citizens Advisory Committee held a joint public hearing last
<br />fall to solicit public views on the Forum System. 'This public hearing was attended by over
<br />100 persons, with approximately 40 speakers. Although problem areas were cited, each speaker
<br />was overall supportive of the Forum concept. At their subsequent meetings, both groups
<br />expressed ~nanimous endorsement for continuation of the system.
<br />
<br /> Last August, my staff developed and distributed a survey to over 12S civic organizations
<br />and clubs to ascertain their vmews of the Fo~m-System. We were disappointed in the
<br />low number of returns, less than 25. However, only one respondant indicated lack of support
<br />for the Forum concept. Based on input at the public hearing and the limited survey results,
<br />my conclusion is that the Forum System has been widely accepted by residents of the City.
<br />
<br /> Over the last year or so, the operation of the Forum System has improved greatly. One
<br />initial problem area was development of the role of the Forum vis a vis existing community
<br />organizations.' Due largely to citizen leadership within certain~communities, this problem
<br />has been significantly reduced and viable working relationships established. There was con-
