September 14, 1999 <br /> <br />· The funds secured through the proposed grant are for the expansion of the number <br />of structures in the six areas identified in the grant application. <br /> <br />· In addition to paying for the actual demolition, lot clearing and disposal of materials, <br />these funds will be used to cover the "soft costs" of newspaper advertisements <br />necessary for meeting the state's requirements of notification. <br /> <br />· There will be no additional staff costs associated with the award and <br />implementation of the grant. <br /> <br />Financial Impact: <br /> <br />· The required minimum match for the requested $100,000 is already in this year's <br />budget and at this time is being utilized for the demolition of the structures identified as <br />"Phase One CRUNCH OPERATION". <br /> <br />· Additionally, from July 1, 1998 to date, the City of Portsmouth has expended funds <br />(not associated with any part of the previous grant award or match) in excess of <br />$20,000 that can be applied as an increase in the minimum match. <br /> <br />· There will be a requirement that the funds must be spent within one year of the <br />award. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF <br />PORTSMOUTH FOR A COMMONWEALTH OF VIRGINIA DERELICT STRUCTURES <br />REMOVAL GRANT. <br /> <br /> Whereas, the City of Portsmouth, Virginia desires to improve the quality of life for <br />its residents; and <br /> <br /> Whereas, the City recognizes the negative impact that abandoned and derelict <br />buildings have on the immediate surrounding community and the City; and <br /> <br /> Whereas, the City, in Phase One of its Operation Crunch, has declared thirty-six <br />buildings unsafe as regulated under the provisions of the Uniform Statewide Building <br />Code; and <br /> <br /> Whereas, the Commonwealth of Virginia has authorized the creation of the <br />Derelict Structures Removal Grant Program to assist localities in the removal of these <br />blighting influences; and <br /> <br /> Whereas, the City has previously expended over $20,000 for building demolition <br />that would be eligible as "in-kind" match under the Program guidelines; and <br /> <br /> Whereas, the City has committed $100,000 in the current Department of <br />Community Quality and Planning Services budget to demolish additional derelict, <br />abandoned buildings; and <br /> <br /> Whereas, the City desires to submit an application for a $100,000 Derelict <br />Structures Removal grant, the maximum amount potentially available under the Grant <br />Program, <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager and his staff be and are authorized and directed to <br />complete the necessary application and submit all necessary forms and materials to <br />apply for a grant to assist in removing as many derelict buildings as possible; and <br /> <br /> BE IT FURTHER RESOLVED that the $100,000 in funds currently in the <br />Department of Community Quality and Planning Services budget for "Weeds, Debris <br />and Demolition" be designated to serve as the required match for the grant." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
