September 14, 1999 At a Regular Meeting of the City Council on Tuesday, September 14, 1999, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on August 24, 1999, a Regular Meeting on August 24, 1999, to include a statement by Councilman William E. Moody, Jr. "At our last Council meeting, one agenda item involved our approval of a resolution authorizing the Norfolk Industrial Development Authority to issue Empowerment zone Bonds for a particular economic development project in Norfolk. I abstained from voting on that resolution. I would like the record to reflect that my only reason for abstention was that I did not have enough information to make an informed decision yea or nay on the resolution. I have now received that information, and while it is not possible to change my prior vote, I would like to say that I am now in support of the resolution, and that if I had had this information at our prior meeting, I would have voted yea. I ask that this statement be included in the minutes of tonight's meeting", and was adopted by unanimous vote. - Public Hearing - 99 - 203 - Public Hearing on a use permit and code amendment application: (a) CA-99-03 CITYWIDE - The City of Portsmouth requests a Code Amendment to Section 40-62.2 to create Localized Alternative Sign Overlay Districts. Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that CA-99-03 be approved on first reading, and was adopted by unanimous vote. (b) UP-99-14 CAVALIER NEIGHBORHOOD - Theodore and Sandra Pinnock request a use permit to operate child day care facility on lot 3A Cavalier Boulevard. Motion by Mr. Whitehurst, and seconded by recommendation of the Planning Commission that reading, and was adopted by unanimous vote. Mr. Moody, to concur with the UP-99-14 be approved on first - City Manager's Report - 99 - 204 - Adoption of a resolution approving the grant application to the Commonwealth of Virginia Department of Housing and Community Development for eliminating derelict structures. The funds secured will be used for the expansion of the number of structures to be demolished in the six areas identified in the grant application. These areas are Park View, Ebony Heights, Brighton, Prentis Park, Truxtun and Cradock. Recommendation: · Adoption of a resolution approving the grant application to the Commonwealth of Virginia Department of Housing and Community Development for eliminating derelict structures. Purpose and Need: · The City faces a number of challenges in funding the demolition of derelict structures that cause a number of negative impacts on the surrounding properties and community.
