September 14, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, September 14, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on August 24, 1999, a Regular Meeting on August 24, 1999, to include a <br />statement by Councilman William E. Moody, Jr. "At our last Council meeting, one <br />agenda item involved our approval of a resolution authorizing the Norfolk Industrial <br />Development Authority to issue Empowerment zone Bonds for a particular economic <br />development project in Norfolk. I abstained from voting on that resolution. I would like <br />the record to reflect that my only reason for abstention was that I did not have enough <br />information to make an informed decision yea or nay on the resolution. I have now <br />received that information, and while it is not possible to change my prior vote, I would <br />like to say that I am now in support of the resolution, and that if I had had this <br />information at our prior meeting, I would have voted yea. I ask that this statement be <br />included in the minutes of tonight's meeting", and was adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />99 - 203 - Public Hearing on a use permit and code amendment application: <br /> <br />(a) CA-99-03 <br /> <br />CITYWIDE - The City of Portsmouth requests a Code Amendment <br />to Section 40-62.2 to create Localized Alternative Sign Overlay <br />Districts. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that CA-99-03 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-99-14 <br /> <br />CAVALIER NEIGHBORHOOD - Theodore and Sandra Pinnock <br />request a use permit to operate child day care facility on lot 3A <br />Cavalier Boulevard. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-99-14 be approved on first <br /> <br />- City Manager's Report - <br /> <br />99 - 204 - Adoption of a resolution approving the grant application to the <br />Commonwealth of Virginia Department of Housing and Community Development for <br />eliminating derelict structures. <br /> <br />The funds secured will be used for the expansion of the number of structures to <br />be demolished in the six areas identified in the grant application. These areas <br />are Park View, Ebony Heights, Brighton, Prentis Park, Truxtun and Cradock. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution approving the grant application to the Commonwealth of <br />Virginia Department of Housing and Community Development for eliminating derelict <br />structures. <br /> <br />Purpose and Need: <br /> <br />· The City faces a number of challenges in funding the demolition of derelict <br />structures that cause a number of negative impacts on the surrounding properties and <br />community. <br /> <br /> <br />
