289 <br /> <br />September 11, 1979 <br /> <br />tanks, pumps and overhead canopy for the City Garage. The City has installed the larger <br />gasoline tanks (increased storage) and installed new pumps. These funds will be used for the <br />final phase for a canopy covering similar ro that used by service stations. Because of th~ <br />~KcTeAsed'~mb~ of tanks and the location of the original tanks close to the maintenance <br />buSlding, it is requested that the entire project be relocated into an operating area which al <br />permits better ingress and egress for larger equipment. The final phase of this project, wh±r <br />is prograrmned into next years Capital Improvements Program will include automatic dispensing <br />devices in order to eliminate the requirement for attendants at night. The City Manager <br />recommends adoption on first reading. <br /> <br />Consideration of a motion to award bid to the lowest responsible bidder." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORPINANCE TO APPROPRIATE $23,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />CANOPY AND FOUNDATION SUPPORTS FOR THE GAS STATION AT THE CITY GARAGE." <br /> <br /> Motion of Mr. Cast and seconded by Mr. <br />Frank Oil Equipment Corporation, being the <br />mous vote. <br /> <br />Barnes, the contract to be awarded to Jones <br />lowest responsible bid, and was adopted by unani- <br /> <br /> 79-339 "Consideration of an ordinance to amend the City Code pertaining to license <br />fees for coin operated recreational type machines. <br /> <br /> This ordinance will correct the inconsistency betweenJthe City Code anJ State Law which <br />occurred when the General Assembly in 1976 amended the State Law. Under this ordinance coin <br />operated devices will be taxed at a fixed rate in addition to gross receipts. The former <br />ordinance taxed each machine in lieu of a flat rate taxr The City Manager recommends adoption. <br /> <br /> On m~t'id~ of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 20-?8 THEREOF, PERTAINING TO COIN OPERATED DEVICES." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />79-340 "Consideration of an ordinance closing a portion of Fairfax Avenue. <br /> <br /> Harry L. and Linda Clifford have petitioned to close a portion of Fairfax Avenue. <br />By resolution adopted August 28, 1979, viewers were appointed pursuant to State law. Their <br />report and a copy of a plat showing that portion of Fairfax Avenue to be closed is attached <br />for your information. The City Manager recommends adoption." <br /> <br />Motion of Mr. Oast and seconded by Mr. Gray, to adopt. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Beamer, to defer action until the <br />next meeting, and the City Manager to advise Council what the city has in mind as to the <br />ingress and~-egress to the ballfield, and was adopted by unanimous vote. <br /> <br /> 79-341 "Consideration of a motion adopting the Energy Policy Plan for the City of <br />Portsmouth dated August 1979. <br /> <br />The Energy Policy Plan has been forwarded to City Council for review in rough draft <br />format. Any comments or suggestions received since that date have been incorporated into the ~ <br /> final plan. The adoption of this plan has set forth the policies and procedures for the ope~ <br />ation of the City especially in emergency and severely reduced allocation situations. A copy~ <br />of the letter from the Municipal Finance Commission, recommending adoption, is attached for <br />your information. The City Manager recommends adoption." <br /> <br />The following letter submitted by the Municipal Finance Commission: <br /> <br /> "The City's <br />at its regularly <br />sion of the plan, <br />proposed plan. <br /> <br />proposed Energy Policy Plan was reviewed by the MunicipaI Finance Commission <br />scheduled meeting which was held August 21, 1979. After review and discus- <br />the Commission acted by unanimous vote to recommend concurrence with the <br /> <br /> The plan is designed to be general in nature so as to provide needed flexibility to re- <br />spond to specific situations as they develop. The Plan recognizes that future development <br />can not be anticipated with a high degree of specificity, and that energy shortages may be <br />manifested in a great variety of ways. It is structed to serve as a vehicle forOimple~enting 1 <br />specific management actions in order to respond to specific situations as they develop. An <br />immediate objective of reducing energy consumption by ten percent is also included in the Plan. <br /> <br /> In recommending concurrence with the proposed Energy Policy Plan, the Commission notes <br />that, in addition to the availability of energy sources, the cost of energy will continue to <br />be a matter of very great concern. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Cast, that the Energy Policy Plan, as submitted <br />to be adopted, and by unanimous vote. ' <br /> <br /> 79-342 qConsideratSon of a motion authorizing the transfer of $50,000 from the Public <br />Works catagory (utilities) to Tidewater Transportation District Commission for the cost of <br />increased services previously approved by City Council. <br /> <br /> <br />
