Saunders Early, Jr., J. Robert Gray, <br />James W. Holley, Ill, Edward L. Oast, Jr., Robert T. Williams, City Manager, <br />Gordon B. Tayloe, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis <br /> <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all ~isitors in <br />attendance. <br /> <br /> Rev. W. Dabney Walters, Pastor, Monumental United Methodist Church, opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motinn of Mr. Gray and seconded by Mr. Oast, minutes of the called me~ting of August 28, <br />1979; minutes of the regular meeting of August 28, 1979, to be approved as ~e~e~d, and was <br />adopted by'unanimous vote. <br /> <br /> 79-334 - Vice Mayor Holley presented CerTificates of Appreciation to Dr. E. <br />former member of the Portsmouth Redevelopment &~Housing Authority, and Dr. Fay I. <br />formerly of the Hampton Roads Air Quality Control District Commiite~ <br /> <br />A. Barham, Jr <br />Cart, Jr., <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 79-315 The following ordinance approved on first reading at the regular meeting of <br />ABgust 28, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $274,820 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br />ARCHITECTURAL, ENGINEERING AND DESIGN COSTS TO THE THOMAS JEFFERSON CENTER AND <br />CONVALESCENT HOME TO BE OPERATED BY STOP." <br /> <br /> Lee Cobb, Director of Economic <br />Center; ~r. Harvey N. Johnson, Jr., <br />convalescent home to be operated by <br /> <br />Development, presented a breakdown on the Thomas Jefferson <br />ExecUtive Director of STOP, presented a breakdown on the <br />STOP. <br /> <br /> On motinn of Mr. Ba~mer and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, G~ay, Holley, Oast <br />Nays: None <br /> <br /> 79-316 The following ordinance approved on first reading at the regular meetingcof <br />August 28, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,230,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PARKING GARAGE AND MUNICIPAL BUILDING COMPLEX, INCLUDING PUBLIC IMPROVEMENTS <br />AND LANDSCAPING." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-317 The following ordinance approved one'first reading a~ the regular meeting of <br />August 28, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $43,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />REPAIRS AND IMPROVEMENTS TO THE VICTORY BOULEVARD FIRE STATION." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br /> Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br /> Nays: None <br /> <br /> 79-318 The following ordinance approved on first reading at <br />August 28, 1979, was taken up and read: <br /> <br />the regular meeting of <br /> <br />"AN ORDINANCE TO APPROPRIATE $86,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />REPAIRS TO THE LAKE COHOON SPILLWAY." <br /> <br /> On motion of Mr. Barnes and secnnded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Ear~y, Gray, Holley, Oast <br />Nays: None <br /> <br />The following reports were presented by the City Manager: <br /> <br /> 79-338 "Consideration of an ordinance on first reading to appropriate <br />Capital Improvements Fund for canopy and foundation supports for the new gas <br />Garage. <br /> <br />$23,000 from the <br />islands at the Cit <br /> <br />This ordinance will provide the necessary funds to complete the relocation of the gas <br /> <br /> <br />
