29O <br /> <br />September ll, 1979 <br /> <br /> When the amendment to the Tidewater Transportation District Commission's operational plat <br />for the City of portsmouth was made it was noted that the increase in modifications made woul~ <br />require an increased subsidy on the part of the City. The increased subsidy will be funded <br />through a projected savings of $50,000 in utilities by the City based on the adoption and im- <br />plementation of the new energy plan. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to transfer <br />$50,000 to the Tidewater Transoortation District Commission, as requested, and was adopted by <br />unanimous vote. <br /> <br /> 79-343 "Consideration of a motion awarding the bid to the lowest responsible bidder <br />for Olde Towne street improvements asp art of the Olde Towne Conservation Project local com- <br />mitment.'' <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, to award the bid to Portsmouth Paving <br />CorForation, being the lowest responsible bidder, and was adopted by unanimous vote. <br /> <br /> 79-344 "Consideration of a motion authorizing the City Manager to advertise <br />property at 334 Effingham Street. <br /> <br /> The City has received an inquiry concerning the possible purchase of the City <br />mouth's Mental Health building and property located on Effingham Street. The City <br />property August 28, 1975. The City Manager recommends adoption." <br /> <br />City owned <br /> <br />of Ports- <br />acquired th <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to advertise <br />property at 334 Effingham Street, as requested, and was adopted by unanimous vote. <br /> <br /> 79-345 "Submission of a report to the City Council on the analysis of delinquent real <br />estate tax for fiscal year 1979 prepared by the City's Finance Department. <br /> <br /> The report is submitted for your review and information;however, I would like to point <br />out several outstanding statistics included in the analysis; that the fiscal year 1979 levy <br />was 2.6% higher than the previous year but the total amount of delinquent tax was less in <br />dollar amount by $25,000. As shown on the attached analysis the percentage of delinquent <br />taxes uncollected again was 3.66% which was the lowest delinquent taxes collected in the last <br />five years. This report is submitted for your information." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br />NEW BUSINESS - <br /> <br /> 79-350 - Dr. William S. Terry requested his matter to be removed from the agenda. Brown, Acting Director of Inspections, to be appointed to fill an~unexpired <br />term, emRi~g~iMKycb 1, 1982, ~meaney created by the former Director of IMspect~ons. <br /> <br />STAMA <br /> <br /> T. E. Masters, Jr., to be appointed, replacing Robert T. Williams; James Kitterman <br />to be:apgointed as an alternate, replacing T.
