Alternative I has the least negative impact on the ongoing bootstrap conser- <br /> vation program being promoted by the Port Norfolk Civic League. <br /> <br />S. Alternative I appears to be the best recommendation from an environmental <br /> standpoint. <br /> <br /> Consistant with their recommendation the staff has pointed out specific areas of <br />concern which the Department will be asked to address during the project's design phase. <br />These five concerns are as follows: <br /> <br />1. The design comparability of the elevated trestle to the Port Norfolk neighbor- <br /> hood. <br /> <br />The recreational planning and construction of a suitable recreation area along <br />Bayview Boulevard adjacent to the elevated trestle designed to improve the <br />relationship of the project to the neighborhood. <br /> <br />The completion of Lee Avenue as a major north south through street in the in- <br />dustrial area adjacent to the Port. <br /> <br />The extension of Detroit Avenue between Lee and Virginia Avenues as a replace- <br />ment through stree~ for Wesley Street. <br /> <br />5. The replacement of that previously closed section of Bayview Boulevard between <br /> Florida and Douglas Avenues. <br /> <br /> I have reviewed this matter With my staff and concur that alternative I represents <br />the best course for the City and the Port Norfolk neighborhood. Therefore, I am recommending <br />to City Council that you official])- endorse alternative I as the City's position in order <br />that a formal statement of such can be made at the September 26, 1979 public hearing. <br /> <br /> A brief presentation will be made by City staff concerning the four alternatives <br />presented by VDHT at this evening's Council meeting, and we will be available to answer <br />any questions on this subject." <br /> <br /> J.
