<br />"A RESOLUTION AUTHORIZING T ~I~C~Y F~tNAGER TO CONVEY CITY-OWNED PROPERTY
<br />TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (EASTERN ONE-HALF OF
<br />SIXTH STREET).
<br />
<br /> WHEREAS, the City of Portsmouth desires to convey to Portsmouth Redevelopment And
<br />Housing Authority a certain parcel of property which is hereinafter described; and
<br />
<br /> WHEREAS, the said parcel is no longer needed by the City of Portsmouth and it is,
<br />therefore, declared to be surplus; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority desires that this land be
<br />incorporated into an adjacent tract of land already owned by said Authority in the Southside
<br />One Redevelopment Project; and
<br />
<br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment
<br />of fifty cents ($0.50) per square foot; and
<br />
<br /> WHEREAS, Section 2.O9(c) of the Charter of the City of Portsmouth provides that the
<br />City may convey property to the Commonwealth of Virginia or any political subdivision
<br />thereof, without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority is a political subdivision
<br />of the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to Portsmouth Redevelopment And Housing Authority:
<br />
<br /> All that certain piece or parcel of land situate, lying and being
<br />in the City of Portsmouth, Virginia, being more particularly described
<br />follows:
<br />
<br />as
<br />
<br /> Beginning an the northeast intersection of Jefferson Street and
<br />Sixth Street (before Sixth Street was closed) and from said beginniFg
<br />point northerly along the eastern side of Sixth Street to the southern
<br />side of Fayette Street; thence westerly and parallel with Jefferson Street
<br />30 feet to the centerline of Sixth Street; thence southerly along said
<br />centerline of Sixth Street to the northern side of Jefferson Street;
<br />thence eastly along the northern side of Jefferson Street 30 feet to the
<br />Point of Beginning.
<br />
<br /> Said parcel is a part of the property formerly known as Sixth Street
<br />closed by the Council of the City of Portsmouth, Virginia, by Ordinance
<br />No~ 1979-16, adopted February 13, 1979, recorded in the Clerk's Office of
<br />the Circuit Court of the City of Portsmouth, Virginia, in Deed Book 750,
<br />p, 519.

<br /> BE IT FURTHER RESOLVED that the City
<br />complete all t~nsactions and execute all
<br />
<br />Manager be, and he hereby is, authorized to
<br />documents incident to such conveyance."

<br /> Consideration of a motion authorizing the City Manager to award bid to the)lowest respon-

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $130,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />EXCAVATION AND FIELD WORK AT THE PROPOSED SITE OE THE MT. HERMON RECREATIONAL
<br />CENTER."
<br />
<br /> Motion of Mr. Gray and seconded hy Mr. Oast, the contract to be awarded to the lowest
<br /> respon~ible bidder, as recommended, and was adopted by unanimous vote.
<br />
<br /> 79-287 - Mr. Tim Aikens, 825 Potomac Avenue, representing Vermont and Potomac Avenues
<br />property owners, spoke regarding curbs and gutters in the area, requesting that they receive
<br />a higher priority. He was referred to the City Manager's Office~for information regarding
<br />~h~e~ Fr&orit,y li~stin~g.

<br /> 79-360 - The following letter from RT~ehard R. Wood, Jr., Chairman, Re£~rement Board,
<br />was pre~ented: ~
<br />
<br /> "The Portsmouth Retirement Systems have been chosen to be involved in an importar~projec
<br />being conducted by the Departmen~ of Health, Education and Welfare. The Department has ap-
<br />pointed a "Universal Social S~curity Coverage Study Group"to address the problems, alternatiw
<br />and possible outcomes should Congress pass a law ~andating Social Security coverage for all
