Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis Nays: None 79-356 "Consideration of a resolution directing the City Attorney to take wha~ev~ action is appropriate in the preservation of the City's watersheds. The City has received notification that the State Water Control Board has issued a certificate for the operation of a lagoon to treat waste from a hog farm operation in Suffolk. Based on preliminary research, the City is concerned over the drainage field surrounding the lagoon and hog farm with respect to the City's watershed namely, Lake Cohoon. Attached for your information is a copy of a news article indicating that the City of Suffolk is considering a change of policy that would give the city control of animal and poultry operations within the City of Suffolk. It is my recommendation that we instruct the City Attorney to take whatever action is necessary to protect our watersheds and offer assistance to the City of Suffolk if needed. Consideration of a resolution supporting the ne[ policy proposed by Suffolk. The City Manager recommends adoption." On motion of Mr. Barnes and seconded~hy Mr.Gray~ the following resolution was adopted, and by the following vote: "A RESDLUTION DIRECTING THE CITY ATTORNEY TO INSTITUTE AN INVESTIGATION AND TO TAKE THE NECESSARY ACTION TO ASSURE THE PROTECTION OF THE LAKE COHOON RESERVOIR. WHEREAS, the State Water Control Board issued a certificate for the construction and operation o'f an anaerobic lagoon in the City of Suffolk on the Lake Cohoon watershed; and WHEREAS, the City of Portsmouth was not notified of the application for and/or the issuance of the certificate; and WHEREAS, the certificate prohibits discharge from that facility into the waters of Lake Cohoon; and WHEREAS, the protection of the Lake Cohoon reservoir requires strict monitoring of the operation of the lagoon to assure compliance with the rules and regulations of the State Water Control Board. NOW, THEREFORE, BE iT RESOLVED, by the Council of the City of Po?tsmouth, Virginia, that the City Attorney be, and he hereby is, authorized to institute an investigation and to take the necessary action to assure the protection of the Lake Cohoon Reservoir and the public health." "Presentation by the City Manager and staff on the alternatives for the the Western Freeway from the new Western Freeway Bridge to the Mid Town Consideration the Public Hearing Transportat'iomT" of a resolution on September 26, endorsing one of the alternatives for presentation at 1979, held by. the Virginia Department of Highways and The following reports was submitted by the City Manager: "On Wednesday, September 26, 1979 the Virginia Department of Highways and Transportation will hold a public hearing on the location of phase III of the Western Freeway which is that section between the new Western Freeway Bridge and Harbor Drive. The hearing will be held in the Port Norfolk Elementary School commencing at 7:00 p.m. Attached for your information is the Froject location document prepared by VDHT for public distribution in advance of the hearing. In this document four location alternatives are discussed in detail. This document is the result of numerous meetings held wit~ the City, local citizens, and affected industry over the last 10 years. The City staff has reviewed the four alternatives and has recommended that the City officially endorse alternative I, which calls for the new facility to be built adjacent to Bayview Boulevard on a 3S foot elevated trestle.
