Based on preliminary research, the City is concerned over the drainage field <br />surrounding the lagoon and hog farm with respect to the City's watershed namely, Lake Cohoon. <br />Attached for your information is a copy of a news article indicating that the City of <br />Suffolk is considering a change of policy that would give the city control of animal and <br />poultry operations within the City of Suffolk. It is my recommendation that we instruct <br />the City Attorney to take whatever action is necessary to protect our watersheds and offer <br />assistance to the City of Suffolk if needed. Consideration of a resolution supporting the ne[ <br />policy proposed by Suffolk. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded~hy Mr.Gray~ the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESDLUTION DIRECTING THE CITY ATTORNEY TO INSTITUTE AN INVESTIGATION AND <br />TO TAKE THE NECESSARY ACTION TO ASSURE THE PROTECTION OF THE LAKE COHOON <br />RESERVOIR. <br /> <br /> WHEREAS, the State Water Control Board issued a certificate for the construction and <br />operation o'f an anaerobic lagoon in the City of Suffolk on the Lake Cohoon watershed; and <br /> <br /> WHEREAS, the City of Portsmouth was not notified of the application for and/or the <br />issuance of the certificate; and <br /> <br /> WHEREAS, the certificate prohibits discharge from that facility into the waters of <br />Lake Cohoon; and <br /> <br /> WHEREAS, the protection of the Lake Cohoon reservoir requires strict monitoring of <br />the operation of the lagoon to assure compliance with the rules and regulations of the <br />State Water Control Board. <br /> <br /> NOW, THEREFORE, BE iT RESOLVED, by the Council of the City of Po?tsmouth, Virginia, <br />that the City Attorney be, and he hereby is, authorized to institute an investigation and <br />to take the necessary action to assure the protection of the Lake Cohoon Reservoir and the <br />public health." <br /> <br />Ayes: games, Beamer, Earty~ H011ey: Oa~t, Davis <br />Nays: None <br /> <br /> 79-357 <br />extension of <br />Tunnel. <br /> <br />"Presentation by the City Manager and staff on the alternatives for the <br />the Western Freeway from the new Western Freeway Bridge to the Mid Town <br /> <br /> Consideration <br />the Public Hearing <br />Transportat'iomT" <br /> <br />of a resolution <br />on September 26, <br /> <br />endorsing one of the alternatives for presentation at <br /> 1979, held by. the Virginia Department of Highways and <br /> <br />The following reports was submitted by the City Manager: <br /> <br /> "On Wednesday, September 26, 1979 the Virginia Department of Highways and Transportation <br />will hold a public hearing on the location of phase III of the Western Freeway which is <br />that section between the new Western Freeway Bridge and Harbor Drive. The hearing will be <br />held in the Port Norfolk Elementary School commencing at 7:00 p.m. <br /> <br /> Attached for your information is the Froject location document prepared by VDHT for <br />public distribution in advance of the hearing. In this document four location alternatives <br />are discussed in detail. This document is the result of numerous meetings held wit~ the <br />City, local citizens, and affected industry over the last 10 years. <br /> <br /> The City staff has reviewed the four alternatives and has recommended that the City <br />officially endorse alternative I, which calls for the new facility to be built adjacent to <br />Bayview Boulevard on a 3S foot elevated trestle.
