293 <br /> <br />September ].8, 1979 <br /> <br /> Based on the information outlined above, I have requested the Department of Engineering <br />to identify by means of a coding system those isolated areas requiring curbs and gutters. The <br />coded identification of these isolated areas will then be shown in more detail as part~f each <br />project listed on the curb and gutter priority list. In otherwords, when we assessed the curb <br />and gutter requirements initially these areas were identified and included for design purposes <br />as part of the closest major project on the list. <br /> <br /> The above procedure will detail areas such as Vermont and Potomac and permit the citizens <br />to identify their priority number. It is my recommendation that this addendum be added for <br />the isolated areas and that they remain an intergal part of the priority systems as originally <br />designed." <br /> <br /> Motion of Mr. Early and seconded by Mr. Oast, that the report to be received as informa- <br />tion, and that the citizens to be advised, and was adopted by unanimous vote. <br /> <br />The following:reports from the City Manager were presented: <br /> <br /> 79-354 "Consideration of an ordinance on first reading to appropriate $225,000 from the <br />G~nerai Fund for the operation of the Chore/Companion Program. <br /> <br /> The City has received notification from Portsmouth Area Health and Home Care, Inc. that <br />they will be, discontinuing operations under the contract with Social Services for the Chore/Companion <br />Program effective September 30, 1979. A copy of the letter from the chairman forwarding the <br />notiffdati~n..is attached for your information. The funds approved for this ordinan~ce--repre~ <br />sents the balance in the Social Services' budget to be paid under the contract for ~he bal- <br />ance of the fiscal year. Therefore, an offsetting amount of revenue in the amount of $225,000~ <br />will be established in the General Fund to offset the expenditure. The City Manager recommend~ <br />adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE FO APPROPRIATB $225,000 FROM THB GE.NERA/ FUND FOR THE OPERATION <br />OF TH£ CHORE-COMPANION PROGRAM." <br /> <br /> 79-355 "Consideration of a resolution appointing viewers for the closing of all <br />internal streets within the boundaries of Williams Court. <br /> <br /> The City of Chesapeake has made application to close all internal streets within the <br />boundaries of the "Williams Court Property". The Planning Commission has reviewed this ap- <br />plication and recommends closing. This resolution appoints viewers pursuant to state law. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the f~llowing resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION FOR APPOINTING VIEWERS FOR THE CLOSING OF THE FOLLOWING STREETS: <br />GARRETT STREET, GILLIS ROAD, JAMESON STREET, KEAY STREET, OLD STREET, REDGATE <br />DRIVE, SHILOH PLACE. <br /> <br /> WHEREAS, the City of Chesapeake has made application to ~acate, close and disoontinue <br />the hereinafter-described streets, and it appearing that notice of application and request <br />for the appointment of viewers was duly posted September 7, 1979, on the bulletin board of <br />the City Hall Building of the City of Portsmouth, the bulletin board of the General District <br />Court [Civil Division), of the City of Portsmouth and the bulletin board of the Circuit <br />Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the~ Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, L. A. Clark, James L. Choate, Simon P. Arrington, Richard D. Ottavio <br />be appointed viewers and R. Irvine Smith, be appointed an alternate viewer in the event <br />one of the preceding viewers fails to participate, said viewers to ~iew the hereinafter- <br />described portions of said streets and to report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result in vacating and closing the <br />following: <br /> <br />PARCEL 1 GARRETT STREET <br /> <br />All that certain portion of Garrett Street extending from its <br />intersection with the northwestern right-of-way of George <br />Washington Highway to its terminus at the intersection with <br />Redgate Drive. <br /> <br />PARCEL II- GILLIS ROAD <br /> <br />Ail that certain portion of Gillis Road extending from its <br />intersection with the northwestern right-of-way of George <br />Washington Highway to its terminus at the intersection with <br />Jameson Street. <br /> <br />PARCEL III - JAMESON STREET <br /> <br />All that portion of Jameson Street in its entirety. <br /> PARCEL IV - KEAY STREET <br /> <br />All ~ha{ certiin portion of Keay Street in its entirety. <br /> <br /> <br />
