It <br />must be understood that due to the small area of our community's perimeter, we. are limited <br />toward filing for any rezoning Other than R-60 or (R-60 Conditional), this would allow us to <br />rebuild the community to the most optimum satis£action of our community planning. Ackiss, Jr., 4000 Queenswood Drive, spoke in opposition to the application, as fil~ <br />the last part rezoning R-150 to R-75-K for multi-family dwellings. <br /> <br /> Motion of Mr. Early and seconded by Mr. Oast, to concur in the recommendation of the <br />Planning Commission, the following ordinance was approved on first reading, and by unanimous <br />vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 79-16" <br /> <br />(c) Zoning Petition Z 79-17 <br /> <br />Petition of the City Planning Commission by Director of <br />Planning, J. Skeeter, Commissioner of the Planning Commission made the presentation of <br />the Comprehensive Plan Goals and Objectives and presented the following statement: <br /> <br /> "At its regular monthly meeting on October 3, 1979, the City Planning Commission con- <br />ducted an advertised public hearing on GOALS related to our City Comprehensive Plan. The <br />Commission reviewed six months of effort ~ding up to this point and resolved to authorize <br />me to forward this GOALS document to you with our unanimous endorsement. During your zoning <br />hearing on Monday, August 13, 1979, we promised to advance a work program which would enable <br />you to complete this initial phase of Comprehensive Plan update by October 8, 1979. Toward <br />that end, we placed our preliminary draft statement before the general public during a <br />September 4, 1979 hearing and followed that with four sectional hearings (Mid-City, Cradock, <br />Churchland and Downtown) during September. The public responded and we were able to improve <br />both the GOALS statement and our understanding of municipal issues. <br /> <br /> The Commission again extended appreciation to citizens serving on the COMPLAN COMMITTEE <br />and to municipal staff members who have worked tirelessly. <br /> <br /> It has not been possible for every Commissioner on COMPLAN COMMITTEE member to attend <br />every session, and I unfortunately can not be with you tonight~. However, Commissioner Vincenn <br />Skeeter and Committeeman Michael Service will be present at your public hearing to serve as <br />resource persons in explaining our recommendations, actions and to answer questions. Plan- <br />ning Laurence Howest is optimistic that we have been able to fulfill your wishes in the pre- <br />paration of this GOALS document. If so, your resolution to accept this document as a Com- <br />prehensive Plan up-~ element (as per the Code of Virginia) will enable us to move forward <br />translating these goals into a comprehensive land use plan proposal. Mr. Howes indicated <br />that this could be on the docket for the Commission's Annual Meeting on January 8, 1980. <br />Signed by Zelma Rivin, Chairperson, COMPLAN Task Force" <br /> <br /> Michael Service, Committeeman, presented ideas from the four public hearings, stating <br />concerns were repetitive - curbs and gutters, recreation for both youth and senior citizen~ <br />cleaning up the city and beautification, education, public housing, saviflg historic homes and <br />other buildings, code enforcement, bikepaths, zoning and land use. The response from Cradock <br />was very good which made the Committee feel what they were doing was worthwhile. Other concer~ <br />were boating facilities for young people, housing for the elderly, bus service, energy and <br />efficient street lighting. <br /> <br /> Vice Mayor Hotley, on behalf of th~ Council, complimented the Committee on such a tre- <br />mendous task. <br /> <br /> Fred Baule, 4100 Tarnywood Drive, spore concerning land development in the Churchland <br />area; that low-density in the Churchland area b~ recommended for future development and that <br />high-density not be recommended. Mr. Baule presented petition with 66S signatures see next <br /> <br /> Mrs. Velma Topping, 4618 South Street, speaking as an individual, spoke in favor of <br />the recommended bond issue by Charles Whitehurst, for street improvements, that the Planning <br />Commission to consider night meetings, the School Board to publish an agenda for their meetin <br />and suggested removing the parking meters downtown. <br /> <br /> <br />
