<br />Vice Mayor Holley presided in the absence of Mayor Davis.

<br />79-359 Public Hearing on rezoning and use permit applications:
<br />
<br />(a) Zoning Petition Z 79-15
<br />
<br />Petition of the City of Chesapeake, by Assistant
<br />City Attorney John Oliver.
<br />
<br /> John Oliver, Assistant City Attorney, representing the City of ChesaFeake, spoke in
<br />favor of the-petition, stating that the proposal is aimed at insuring both adequate city control
<br />over the development in character of this area and also insuring the compatibility with sur-
<br />rounding area that now exists.
<br />
<br /> Ms. Susan Saunders, 41 Channing Avenue, Recording Secretary for the Cradock Property
<br />Owners Association, presented the following resolution:
<br />
<br /> "We are cognizant of the protection afforded our community and surrounding areas by
<br />M-1-R zoning of tracts along George Washington Highway and Victory Boulevard. However,
<br />the Cradock Property Owner's Association is opposed to any proposal to develop the Williams
<br />Court tract which does not include a designated area for green spaces and recreation.
<br />
<br /> This resolution further emphasizes the need for the provision of open space and passive
<br />and active recreational areas in the various neighborhoods of our city to offset the ills of
<br />housing density and overcrowded population.
<br />

<br /> We stress as a continuing concern the need to monitor any approval development plans
<br />assure that stated guidelines are adhered to.
<br />
<br />The £radock Property Owners urges all municipal bodies responsible for housing expansion
<br />
<br />recommendation."

<br />Little League, presented the

<br />this opportunity to express
<br />
<br />and neighborhood growth to give high priority to the foregoing
<br />
<br /> Robert L. Smith, 131 Cushing Street, representing Cradock
<br />following letter:
<br />
<br /> "On behalf of Cradock Little League I would like to take
<br />
<br />onr appreciation for the support you have given us over the years.
<br />
<br /> In addition to the monies provided for recreation, your efforts in obtaining the lease
<br />at St. Julien's Creek is but one of the many ways you have demonstrated your concern for the
<br />residents in Cradock, especially the youths.
<br />
<br /> Upon reading that St. Julien's was to be declared surplus, we felt we should share
<br />our concern with you.
<br />
<br /> You have previously passed a resolution offering your support in our endeavors to help
<br />us retain this property. We now come to you asking for your support again. We have and will
<br />continue to do all in our power to retain the St. Julien's property as a recreational area.
<br />However, if we should loose the property, we feel that the residents of Cradock would be
<br />without sufficient recreational spaces.
<br />
<br /> We realize that with the limited space available, it would be difficult to duplicate a
<br />complex with the facilities and security that we now enjoy. However, we feel that, with
<br />the rezoning of the Williams Court property, additional families will be moving into Cradock
<br />which will increase our need for recreational space. Since there is no vacant property in
<br />the Cradock area except Williams Court, we appeal to you to consider our request.
<br />
<br /> We would like for you to consider purchasing 15 acres of the Williams Court property
<br />adjacent to the tennis court at Cradock High School. This complex would include facilities
<br />for organized youth sports, as well as facilities for Senior Citizens. Proposed plans for
<br />development of St. Julien's recreational complex could be adapted for this property.
<br />
<br /> I should like to thank you for listening to our concerns and we respectfully leave them
<br />for your consideration. If we can assist you in any way, please call upon us. Signed by

<br /> Motion of Mr. Early and seconded by Mr. Gray, to concur in the recommendation of the
<br />Planning Commission, the following ordinance was approved on first reading, and by unanimous
<br />Vote:
