This microfilming will preserve the original minute, <br />ordinance, and resolution books, plus any other records of a permanent nature maintained <br />by the City Clerk. This resoluticneuthorizes the City Clerk to deliver certain records to <br />the Virginia State Library for microfilming and preservation at no cost to the city. This <br />resolution does express the City Council's appreciation to the Library for their generosity <br />in performing this service. The CiTy Mananger recommends adoption." <br /> <br /> On motmon of Mr. Beamer and seconded by Mr. Barnes, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA STATE LIBRARY TO MICROFILM AND PRESERVE <br />CERTAIN RECORDS OF THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the City of Portsmouth has for many years been concerned about the preservation <br />of the offisial records of the City; and <br /> <br />and WHEREAS, such resords as pr,esently stored are subject to deterioration and damage; <br /> <br /> WHEREAS, the Virginia State Library has offered to microfilm and preserve certain <br />City records at no cost to the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLYED by the Council of the'City of Portsmouth, Virginia, <br />that the City Clerk is authorized to deliver certain records, including Minute Books, <br />Ordinance Books and Resolution BOOKS, plus any other records pertaining to permanent City <br />records maintained by the City C~erk, to the State Archivist for microfilming. <br /> <br /> BE IT FURTHER R~SOLVED that the City Council does express its appreciation to the <br />Virginia State Library for its generous assistance in the preservation of these valuable <br />records to maintain a historical record of the City of Portsmouth." <br /> <br /> Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br /> Nays: None <br /> <br /> 79-394 "Consideration of a motion to transfer $329,949 from the Grants Contingency <br />Account to continue operatio~ of the Integrated Criminal Apprehension Program (ICAP). <br /> <br /> This motion will provide the funds necessary to continue operation of the ICAP by the <br />Portsmouth Police Department [or an additional eighteen months. Funded by the Law Enforcemen' <br />Assistance Administration, the p~oject's goals are to improve crime detection and apprehensio~ <br />through support systems and expamsion of the role of patrol officers is executing preliminary <br />investigations. The $329,949 is the required local cash match. A receipt of the grant trans- <br />fers to date is attached for your informaticn. <br /> <br /> Motion of Mr. O~st and seconded by Mr. Barnes, that authorization be granted to transfer <br />$329,949 to continue operation of t~e Integrated Criminal Apprehension Program (ICAP) as <br />requested, and was adopted by unanimous vote. ' <br /> <br /> 79-395 - "Consideration of a motion authorizing the City Manager to execute amendment <br />#4 to the contract with Greely and Hansen establishing a cost ceiling for engineering work <br />on the Pinners Point Sewage Plant. <br /> <br /> The City Council authorized:the City Manager to execute Amendment #3 on April 10, 1979 <br />of the contract with Greely and Hansen. Amendment #3 left out one group of services that <br />are required as part of the maximum engineering costs. The Environmental Protection Agency <br />required that a new amendment be prepared and submitted to replace amendment ~3. The City <br />Manager recommends adoption of t~e motion." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to execute <br />amendment #4 to the contract of Greely and Hansen as requested and was adopted by unanimous <br />vote. ' ' <br /> <br />- NEW BUSINESS <br /> <br /> 79~396 Mrs. Myra Meeks, 8 ~ylwin Crescent, spoke concerning effect on property caused <br />by the construction of curbs and gutters, and improvements to street and presented pictures <br />showing the change of property caused by the construction. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, the matter to be referred to the City <br />Manager, and was adopted by unanimous vote. <br /> <br /> <br />
