<br />Street from public (right-of-way) to semi-public, mn order that it may be utilized as a
<br />parking facility. The church located in the area would like to use this residue parcel,
<br />originally ear-marked for public use as a right-of-way, as a parking facility. The City
<br />nor the Authority sees any further public use of the property. Since this is a minor change,
<br />there is no public hearing required. The City Manager recommends adoption."

<br /> On motion of Mr. Oast and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE CONSERVATION AND REDEVELOPMENT
<br />PLAN FOR THE MOUNT HERMON CONSERVATION AND REDEVELOPMENT PROJECT, VA. R-69.

<br /> WHEREAS, this Council by resolution adopted September 12,
<br />and Redevelopment Plan for the Mount Hermon Project, Va. R-69,
<br />by the Portsmouth Redevelopment and Housing Authority; and
<br />
<br />1972, approved the Conservation
<br />Portsmouth, Virginia, adopted
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval a copy
<br />of an amended Conservation and Redevelopment Plan for the project area, adopted August 28
<br />1979, by the Portsmouth Redevelopment and Housing Authority; and '
<br />
<br /> WHEgEAS, said Amendment No. 3 has been carefully revSewed by this Council and said
<br />Conservation and Redevelopment Plan, as amended, conforms to the general plan for the develop-
<br />ment of the City as a whole; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this
<br />amendment is consistent with the improvement effort in the Mount Hermon Project; and
<br />
<br /> WHEREAS, in the judgment of this Council it is in the best interest of the City and
<br />its inhabitants that said amendment be approved.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Amendment No. 3 to the Conservation and Redevelopment Plan for the Mount Hermon
<br />Project, having been duly reviewed and considered, is hereby found:

<br />(a) That the objectives of the Mount Hermon Conservation
<br /> Project, Portsmouth, Virginia, can be better achieved
<br /> amendment.

<br /> 79-391 "Consideration of a resolution granting an easement to the Chesapeake and
<br />Potomac Telephone Company on city-owned property, 700 North Street, authorizing the City
<br />Manager to execute documents.
<br />
<br /> This resolution will authorize an easement and conveyance of a right-of-way along
<br />the east side of Effingham Street on city-owned property. C&P is installing additional
<br />telephone cables to handle the expansion at Portsmouth General Hospital. The cables would
<br />normally be placed in the street right-of-way; however, since the street has been widened,
<br />there is not sufficient right-of-way te add he additional cable without tearing up the
<br />
<br />paved street. The cable will be located on
<br />of-way on EffSngham Street (Social Services
<br />recommends adoption."
