Oc*p_~e_~ ??; 1 q7q <br /> <br />The fcllowing reports from the City Manager were presented: <br /> <br /> 79~386 "Consideration of an ordinance on first reading to appropriate $50,000 from <br />the Capital Improvements Program for the construction of evaluation and design of improvements <br />for the water treatment plant ~ Suffolk. <br /> <br /> The Capital Improvements Program for 1979-80 has allocated $200,000 for the engineering <br />study of proposed improvements to the physical facilities to the water treatment plant in <br />Suffolk. $50,000 was previously authorized to complete an engineering study of the physical <br />facility.~hiqh indicates several structural deficiencies in the 2,000,000 gallon underground <br />storagertEnt at the treatment plant. This appropriation will provide the funds for the addi- <br />tional engineering and specifications required to correct any deficiences resulting from the <br />initial study. The City Manager recommends adoption on first reading.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on firs~ reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPIJAI IMPROVEMENT FUND FOR THE <br />CONTINUATION OF THE VALUATION AND DESIGN PROCESS OF THE WATER TREATMENT PLANT IN <br />SUFFOLK." <br /> <br /> 79-387 "Consideration of <br />the Capital Improvement Program <br />system and treatment plants. <br /> <br />an ordinance on first reading to appropriate $210,000 from <br />for on-going improvements to the water and sewage distribution <br /> <br /> The 1979-80 Capital Improvement Program has allocated $275,000 for the upgrading and <br />capital additions to the city's water and sewage distribution system and plants as part of <br />the annual maintenance program. This ordinance appropriates $210,000 of this authorization <br />in order that the ongoing improvements can be initiated for the water and sewage distribution <br />system and the water treatment plants. This appropriation is being made in the Capital Im- <br />provement Fund in order that the upgrading costs may be capitalized as part of the city's <br />investment in the Public Utilities system. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on frist reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $210,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ONGOING CAPITAL IMPROVEMENTS OF THE WATER AND SEWAGE PLANTS." <br /> <br /> 79-388 "Consideration of an ordinance to appropriate $35,000 from the Capital Improve- <br />ment Fund for the landscaping of the malls, playgrounds, and off-street parking lots in the <br />Olde Towne Conservation project. <br /> <br /> As part of the city's commitment to the Olde Towne Redevelopment and Conservation Project <br />the final phase included the landscaping of pedestrian malls, playgrounds, and parking lot <br />areas. This authorization, together with the recent appropriation for the street overlay, <br />completes the city's obligation to the O1Re Towne Conservation Project, relative to streets, <br />parking lots, and playgrounds. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE S35,00J0 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />LANDSCAPING OF MALLS, PLAYGROUNDS AND FIVE PARKING LOTS IN THE CLDE TOWNE CON- <br />SERVATION PROJECT." <br /> <br /> 79-389 "Consideration of an ordinance on first <br />Capital Improvement Fund of interest proceeds earned <br />to land owned by the Virginia Port Authority under a <br /> <br />reading to appropriate $41,989 from the <br />on port bonds for capital improvements <br />lease purchase agreement. <br /> <br /> The City issued bonds for the Sea Land project and also included in the issue 1.2 million <br />dollars in bonds for the Virginia Port Authority. The Pcrt Authority purchased the 35 acre <br />tract in Pinn.ers Point with part of the bond proceeds and the balance was ear-marked for <br />improvements to the land under the lease purchase agreement with the Port Authority. The <br />funds for this appropriation are being provided from the interest earned on the bonds issued <br />and must be utilized for improvements to the property as a condition of the initial issue. <br />In other words, the interest must be utilized to upgrade the property purchased with the bonds <br />since regulations require any interest earned to be used for the same purpose and intent as <br />original bonds. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $41,989 FROM THE CAPITAL <br />INTEREST PROCEEDS EARNED FROM PORT BONDS FOR CAPITAL <br />BE USED FOR PORT PURPOSES." <br /> <br /> IMPROVEMENT FUND OF <br />IMPROVEMENTS TO LAND TO <br /> <br /> 79-390 "Consideration of a resolution approving amendment #3 for the Mt. Hermon <br />Conservation and R~development Project--VA.R-69. <br /> <br /> This resolution endorses a minor change to the Conservation and Redevelopment Plan <br />for the Mt. Hermon project which has been recommended and adopted by the Portsmouth Redevelop- <br /> <br /> <br />
