<br />improvement of the existing motel facility has long been one of th.e primary objectives of the
<br />Crawford Harbor Plan, and one which the City and the Authority have worked very diligently to
<br />foster over the past several years. We are extremely pleased to have received a proposal
<br />from Portsmouth Motel Associates to undertake this action and we are encouraged that, with
<br />the formal inclusion of this property within the Crawford Project, the long anticipated expan~
<br />sion and rebuilding of the xisting Holiday Inn will follow within the next few months.
<br />
<br /> It is also proposed at this time, as shown on the exhibit before you, to redesignate the
<br />former Grant's Building and the New Kirn Building in the project area from 'not to be acquired
<br />to 'to be acquired' to enable the Authority to provide financial assistance for the complete
<br />reconstruction of these long vacant properties.
<br />
<br /> In conjunction with these proposed adjustments to the Crawford Plan exhibits, several
<br />related revisions to the Plan narrative are proposed to be made including the provision of a
<br />set of General Rehabilitation Standards which will guide the subsequent reconstruction of the
<br />properties mentioned previously and other endeavors of this nature in the downtown project.
<br />
<br /> We feel very strongly that these proposed changes, together with the adjustment in the
<br />Redevelopment Plan narrative, reaffirm the objectives and viability of both the Crawford Harbo~
<br />Plan and the Crawford Urban Renewal Project and represent another positive step forward in the
<br />revitalization of the Central Business District ann surrounding area.
<br />
<br /> Michael Kay, Executive Director, PRHA, stated that he was very pleased to be proceeding
<br />with the renovations, improvements and additions to the new properties that were ~ncluded in
<br />Amendment #11, three buildings - former Grant's Building, New Kirn Building and Holiday Inn,
<br />subject of Resolutions of Intent in July and SeFtember of this year, effectively of the portior
<br />of the Redevelopment 8 Housing Authority to issue revenue bends for the appropriate purposes.
<br />
