308

October 23, 1~7~

struction of at least 80 additional rooms and new supportive faciliti.es. Th~ expan$i'on and
improvement of the existing motel facility has long been one of th.e primary objectives of the
Crawford Harbor Plan, and one which the City and the Authority have worked very diligently to
foster over the past several years. We are extremely pleased to have received a proposal
from Portsmouth Motel Associates to undertake this action and we are encouraged that, with
the formal inclusion of this property within the Crawford Project, the long anticipated expan~
sion and rebuilding of the xisting Holiday Inn will follow within the next few months.

It is also proposed at this time, as shown on the exhibit before you, to redesignate the
former Grant's Building and the New Kirn Building in the project area from 'not to be acquired
to 'to be acquired' to enable the Authority to provide financial assistance for the complete
reconstruction of these long vacant properties.

In conjunction with these proposed adjustments to the Crawford Plan exhibits, several
related revisions to the Plan narrative are proposed to be made including the provision of a
set of General Rehabilitation Standards which will guide the subsequent reconstruction of the
properties mentioned previously and other endeavors of this nature in the downtown project.

We feel very strongly that these proposed changes, together with the adjustment in the
Redevelopment Plan narrative, reaffirm the objectives and viability of both the Crawford Harbo~
Plan and the Crawford Urban Renewal Project and represent another positive step forward in the
revitalization of the Central Business District ann surrounding area.

Michael Kay, Executive Director, PRHA, stated that he was very pleased to be proceeding
with the renovations, improvements and additions to the new properties that were ~ncluded in
Amendment #11, three buildings - former Grant's Building, New Kirn Building and Holiday Inn,
subject of Resolutions of Intent in July and SeFtember of this year, effectively of the portior
of the Redevelopment 8 Housing Authority to issue revenue bends for the appropriate purposes.

No action was taken.

UNFINISHED BUSINESS

79-359 The following ordinance approved on first reading at the Puklic Hearing of Octob~
8, 1979, was taken up and read:

(a) "ZONING AMENDMENT ORDINANCE Z 79-15"

On motion of Mr. Early and seconded by Mr. Barnes, the ordinance was adopted, and by the
following vote:

Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis
Nays: None

79-359 The following ordinance approved on first reading at the
October 8, 1979, was taken up and read:

Public Hearing of

(b) "ZONING AMENDMENT ORDINANCE Z 79-16"

Eric White, 5803 Branch Street, representing Concerned Citizens
League and Black Urban Developers, spoke in favor of Z 79-16.

On motion of Mr. Early and seconded by Mr. Barnes, the ordinance
following vote:

of Twin Pines Civic
was adopted, and by

Ayes: Barnes, Beamer, Early, Gray, Holley, east, Davis
Nays: None

79-359 The following ordinance approved on first
October 8, 1979, was taken up and read:

reading at the Public Hearing 6f

the

(c) "ZONING AMENDMENT ORDINANCE Z 79-17"
On motion of Mr. Beamer and seconded by Mr. Early, the ordinance was

following vote:

Ayes: Barnes,
Nays: None

79-359 - On motion of Mr.
approved on first reading at
following vote:

adopted, and by the

Beamer, Early, Gray, Holley, east, Davis

Gray and seconded by Mr. Beamer, the following resolution
the Public Hearing of October 8, 1979, was adopted, and by the

"A RESOLUTION GRANTING AN AMENDMENT TO A USE PERMIT FOR THE OPERATION OF A
NURSING HOME AT THE NORTHEAST CORNER OF RODMAN AVENUE AND WINCHESTER DRIVE.

WHEREAS, Angell Group, Inc., made an application pursuant to Section 40-75(b) of the
Code of the City of Portsmouth, Virginia, 1973, for an amendment of a use permit issued_ by Cit)
Council on February 26, 1963, to Pauline H.
