<br />8, 1979, and minutes of the regular meeting of October 9, 1979,
<br />and was adopted by unanimous vote.

<br /> 79-382 Mayor Davis presented to Miss Delilah Anne Raines,"Portsmoutb Area's Junior Miss
<br />1980", the "Key to the City"
<br />
<br /> 79-383 - On motion of Mr. Oast and seconded by Mr. Gray, the following resolution was
<br />adopted, and by unanimous vote:
<br />
<br /> "A RESOLUTION COMMENDING THE PORTSMOUTH SERVICE LEAGUE AND CITIZEN VOLUNTEERS
<br /> FOR THE FIRST ANNUAL LADIE~ PROFESSIONAL GOLF ASSOCIATION TOURNAMENT OCTOBER
<br /> 8-14, 1979. _
<br /> WHEREAS, on October 8-14, 1979, the first annual Ladies Professional Golf Association
<br />Tournament was held at Elizabeth Manor Country Club; and
<br />
<br /> WHEREAS, the successful
<br />contributions being made to
<br />this area; and
<br />
<br />planning and management of the tournament resulted in substantial
<br />local charities for the betterment of the life of the citizens of
<br />
<br /> WHEREAS, the tournament activities he~ped to develop community pride and spirit by the
<br />participation of many elements of the populatio~ xn a common goal; and
<br />
<br /> WHEREAS, the promotion of this tournament brought recognition to the City of Portsmouth
<br />by drawing an outstanding field of professional athletes from throughout the nation; and
<br />
<br /> WHEREAS, the Portsmouth
<br />devoted many hours to insure
<br />City of Portsmouth.
<br />
<br />Service League and more than seven hundred citizen volunteers
<br />the success of the First such tournament to be conducted in the
<br />
<br /> NOW, THEREFORE, BE iT RESOLVED by th~ Council of the City of Portsmouth, Virginia, that
<br />said Council hereby commends the Portsmouth Service League and citizen volunteers for the first
<br />annual Ladies Professional Golf Association Tournament, October 8-14, t979."'

<br /> Mayor Davis presented the resolution to Mrs. John St. George, Jr., President of the
<br />Portsmouth Service League, Mrs. Thomas Fennell, immediate Past President of the Portsmouth
<br />Servise League and Member of the Executive Committee, and Mr. Richard F. Wood, Sr., representi~
<br />the volunteers.

<br /> 79-384 A joint Public Hearing by the Commissioners of the Portsmouth Redevelopment and
<br />Housing Authority, the Planning Commission, and the City Council on the Proposed Amendment to
<br />the Crawford Urban Renewal Project (Amendment #11) was held, with the following present:

<br /> Mayor Davis opened the Public Hearing with the following remarks:,
<br /> "Tonight's hearing is in keeping with a longstanding practice in this locality to bring
<br />together the City Planning Commission, the Portsmouth Redevelopment and Housing Authority Com-
<br />missioners, and the City Council to review major amendments to our redevelopment and community
<br />development projects. This evening we will review together proposed Amendment No.ll ~o the
<br />Crawford Urban Renewal Project and hear comments from our staff and from interested citizens
<br />with regard to the prcposed change. At this time I would like to call upon Mrs. Elizabeth
<br />Downs, Vice Chairman of the Portsmouth Redevelopment and Housing Authority, for her comments."

<br /> Mrs. Elizabeth Downs, Vice Chairman, Portsmouth Redevelopment and Housing Authority,
<br />presented the following:
<br />
<br /> "[ woul~ like to briefly describe for you Amendment No. 11 to the Redevelopment Plan for
<br />the Crawford Urban Renewal Project. The primary purpose of this amendment is to extend the
<br />boundaries of the Crawford Urban ~enewal Project to include within the project area that pro-
<br />perty presently owned by the Holiday Inns of America. This proposed adjustment is reflected
<br />on the exhibits before you. This action will enable Portsmouth Motel Associates to complete
<br />its negotiations with Holiday Inn, following which the Authority intends to issue its revenue
<br />bonds for the acquisition and reconstruction of the existing motel facility and for the con-
