32O <br /> <br />November 13, 1979 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $224,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />REPAIR AND RENOVATION OF CITY AND SCHOOL BOARD BUILDINGS." <br /> <br /> 79-407 'Consideration of an ordinance on first reJding ~9[~approp~iate <br />from the Grants Fund for the Rehabilitation Grant approved under the Urban Parks and Recrear- <br />tion Recovery Program. <br /> <br /> This appropriation includes $99,400 of Federal funds approved by the United States <br />Department of Interior for the rehabilitation of existing neighborhood and recreation facilities. <br />The balance of this appropriation, $17,100 was included under the Capital Improvements <br />Program for the 1979/80 Urban Parks and Recreation Grant account. The City of Portsmouth <br />was one of the first 14 cities in the United States to receive funds on the first round of <br />the Urban Parks and Recreation Recovery Program. A copy of the document and a list of the <br />programs to be executed are attached for your information. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $117,100 FROM THE GRANTS FUND FOR THE REHABILITATION <br />GRANT APPROVED UNDER THE URBAN PARKS AND RECREATION RECOVERY PROGRAM." <br /> <br /> 79-408 "Consideration of an ordinance on first reading to appropriate $25,000 from <br />the Capital Improvements Fund for the Urban Parks and Recreation Grants local match. <br /> <br /> This appropriation provides the $25,000 in local match to enable the City to take <br />advantage of the Urban Parks and Recreation Recovery Program. The program sponsored by the <br />United States Department of Interior for upgrading existing recreation facilities is 70% <br />federal and 30% local match. The 1979,I80 Capital Improvements Program included $25,000 for <br />matching grant~ in this catagory. The $17,100 included in the previous appropriation will <br />be paid from this authorization. The City Manager recommends adoption o~ first reading." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE URBAN PARKS AND RECREATION GRANTS LOCAL MATCH." <br /> <br /> 79-409 "Consideration 6f an ordinance on first reading to appropriate $10,500 from <br />the Capital Improvements Fund for street 5mprovements to the intersection of Hill Avenue and <br />Wesley Street. <br /> <br /> The Vlrginia Port Authority has requested that the City desSgn and implement street and <br />utility improvements at the intersection of Hill Avenue and Wesley Street to aid in the <br />ingress and egress of truck traffic. The City's department of Engineering has completed <br />design on the required improvements and specifications are ready for construction. The <br />total estimated cost is $10,500 with an estimated compl'etion time of 21 calender days. The <br />Virginia Port Authority will reimburse the City for all costs incurred for design and constru. <br />of the proposed improvements. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,500 FROM THE CAPITAL IMPROVEMENT FUND FOR STREET <br />IMPR~-EMENTS FOR THE INTERSECTION OF HILL AVENUE AND WESLEY STREET." <br /> <br /> 79-410 "Consideration of an ordinance on first reading to appropriate $766,158 from <br />the Virginia Public Assistance Fund for the Virginia Fuel Assistance Program. <br /> <br /> Governor Dalton has announced the program's guidelines for the Virginia Fuel Assistance <br />Program to be administered ~y the local Department of Social Services. The City of Portsmoutt <br />has been advised that the program funding for the poverty population in Portsmouth is ~766,151 <br />The state agency has allocated the total amount to Portsmouth for participation in the Fuel <br />Assistance Program. The funding, administration, and benefit costs will be 100~ reimbursed <br />to the locality from the State who in turn receives their funding from the Community Services <br />Administration. Program funding is through a combination of Aid to Dependent Children/ <br />Emergency Assistance Program. The City Manager recommends adoption on first readins. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $766,158.
