329 <br /> <br />November 20, 1979 <br /> <br /> 79-433 "Consideration of a resolution certifying that ail arrangements have been made, <br />or will be made, for the relocation and/or adjustment of certain utility facilities, and for <br />the installation of any new utility facilities necessary for the proposed improvements of a <br />section of Victory Boulevard from Airline Boulevard to Portsmouth Boulevard.. <br /> <br /> This is a standard resolution forwarded by the Virginia Department of Highways and <br />Transportation certifying that the locality will coordinate and take the responsibility for <br />the relocation of the utilities for highway projects. This resolution als9 certifies that <br />the City will be responsible to relocate its utilities. The City Manager recommends adoption. <br /> <br /> On motion of Mr. Gray and Seconded by Mr. Barnes,'the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION CERTIFYING THAT ALL ARRANGEMENTS HAVE BEEN MADE, OR WILL BE MADE, <br />FOR THE RELOCATION AND/OR ADJUSTMENT OF CERTAIN UTILITY FACILITIES, AND FOR THE <br />INSTALLATION OF ANY NEW UTILITY FACILITIES NECESSARY AT THE PROPOSED IMPROVEMENT <br />OF A SECTION OF VICTORY BOULEVARD FROM AIRLINE BOULEVARD TO PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, the Virginia Department of Highways and Transportation proposes to construct <br />or otherwise improve a section of Victory Boulevard from Airline Boulevard to Portsmouth <br />Boulevard designated as "Highway Project: UO00-124-102, PEiO1, RW-201, C-501"; and <br /> <br /> WHEREAS, the City of Portsmouth is <br />work to be performed on the project and <br />the highway contractor any undue delay. <br /> <br />to become directly involved with the necessary utility <br />help to ascertain that the utility work will not cause <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it certifies that the City of Portsmouth will be directly involved with the relocation and/or <br />adjustment of the utility facilities, and for the installation of any new facility at the <br />proposed improvement of a section of Victory Boulevard from Airline Boulevard to Portsmouth <br />Boulevard. The City of Portsmouth will help to ascertain that the utility work will not cause <br />the highway contractor any undue delay. Said utilities are identified in this resolution as <br />follows: <br /> <br />UTILITY OWNER <br /> <br />TYPB~OF FACILITY <br /> <br />City of Portsmouth <br />Portsmouth Gas Company <br />Virginia Electriz & Power Company <br />The Chesapeake ~ Potomac Telephone <br /> Company of Virginia <br /> <br />Water and sewer <br />Gas <br />Electrical <br /> <br />Communication" <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-434 "Consideration of a resolution authorizing the City Manager to sign a quit <br />claim deed to Starband Realty Corporation for portions of a triangular parcel between Portland <br />Street and Broad Street. <br /> <br /> This parcel was never conveyed by the City after Broa~ Street and Portland Street were <br />extended through the intersection. The current owners of the property have inquired about <br />conveyance of this triangular parcel. Since the corner of the present building zs located <br />on this prcperty, which is still owned by the City, the deed would transfer title reserving <br />a suitable easement for an 8" active sewage line on this parcel. The City Manager recommends <br />adoption." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Gray, the matter to be deferred, and was adopted <br />by unanimous vote. <br /> <br /> Motion of Mr. Early and seconded by Mr. Gray, that the City Manager be ~ranted permission <br />to advertise for sale for portions of a triangular parcel between Portland Street and Broad <br />Street, if needed, and was adopted by unanimous vote. <br /> <br /> 79-435 "The submission of a report on the curbs and gutters <br />13 areas within the City that are isolated in small project areas <br />priority. Consideratio~ of a motion authorizing the inclusion of <br />plan. The City Manager recommends adoption of this motion. <br /> <br />priority list to include <br />and assignment of actual <br />these areas into the overall <br /> <br />The following letter submitted: <br /> <br /> "I am forwarding for your information copies of the joint recommendations by the City <br />Engineer and the Director of Public Works, addressing the isolated street areas that are not <br />identified in our present curbs and gutters priority list. <br /> <br /> We will have available at the City Council meeting a map outlining the 13 areas discussed <br />in the attached report on curbs and gutters. Most of the areas included in the report are <br />self explanatory; however, I would like to point out that areas 14,15, and 16 are not being <br />ignored. Due to location or other proposed uses these particular areas will have to be <br />addressed at a later date. I am requesting that the City Council endorse by motion the in- <br />clusion of areas 1 through 13 into the curb and gutters priority list in accordance with the <br />memorandum as recommended. <br /> <br /> <br />
