328 <br /> <br />November 20, 1979 <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />14, <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />79-310 The following report in response to Mr. Donald Richmond's presentation on August <br />1979, was presented by the City Manager <br /> <br /> "I submit for your information and consideration the following reports, <br />trative policies, and statistics on the City's Affirmative Action Activities <br />merit Opportunities: <br /> <br />plans, adminis- <br />and Equal Employ- <br /> <br />a) Report on the presentation made by Mr. Donald Richmond to City Council on August <br /> 14, 1979. <br /> <br />b) Report on Affirmative Action Activities for first, second and third quarters of <br /> 1979. <br /> <br />c) Administrative Policy Directive #18, with an analysis of the Ktatistics from <br /> January 1976 through June 1979. <br /> <br />d) Revised City of Portsmouth Equal <br /> dated November 1973. <br /> <br />e) Administrative Policy Directive <br /> and Progressive Discipline. <br /> <br /> Employment Opportunity Plan superseding plan <br /> <br />#20, on Standards of Conduct, Corrective Action <br /> <br />f) City of Portsmouth!s Grievance Procedure approved by the State Office of Local <br /> Government Management Relations on October 30, 1979. <br /> <br /> These reports and policies are furnished as an indication of the City's total commit- <br />ment to Affirmative Action and Equal Employment Opportunities." (See Exhibit 79-310) <br /> P. O. Box 756, <br /> S. DeLacy Stith,/representing Portsmouth Branch of the NAACP, spoke concerning the <br />report and was very appreciative that the report had been prepared; ahd a'moredetailed <br />response would be prepared for the next Council meeting. <br /> <br /> Motion of Mr. east and seconded by Mr. Gray, the report from the City Manager to be <br />received as information, and was adopted by unanimous vote. <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 79-430 - ,,Consideration of an ordinance on first reading to appropriate SS,000 from the <br />Capital Improvements Fund for the design of street improvements for Mimosa Cove, Lamper Road <br />and South Park Manor. <br /> <br /> The total cost to complete survey and design costs for these three sections of street <br />improvements to Mimosa Cove, Lamper Road and~South Park Manor is ~16,000. The 1979/80 C~pital <br />Improvements Program included $5,000 for this purpose. These funds are being authorized <br />through this appropriation. The additional gll,000 will be transferred from the balance <br />remaining on the Deep Creel Boulevard/Des Moines to Wright Avenue project. The City Manager <br />recomm~ends adoption on first reading." <br /> <br /> On motion of Mr. east and seconded by Mr. Gray, the follo~ing ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000 FROM THE CAPITAL IMPROVEMENT FUND FOR DESIGN <br />OF STREET IMPROVEMENTS FOR MIMOSA COVE, LAMPER ROAD AND SOUTH PARK MANOR." <br /> <br /> 79-431 "Consideration of a motion authorizing the transfer of $11,000 from the Deep <br />Creek Boulevard/Des Moines to Wright Avenue improvement project (08-1800¢333) to the Mimosa <br />Cove project (08-18000=t033). The City Manager recommends adoption of this motion." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, that authorization be granted to transfer <br />$11,000 from the Deep Creek Boulevard/Des Moines to Wright Avenue improvement project(08-18000- <br />333) to the Mimosa Cove Froject (08-18000-1033), and was adopted by unanimous vote. <br /> <br /> 79-432 <br />the Capital <br />dams. <br /> <br /> "Consideration of an ordinance on first reading <br />Improvements Fund for repairs to dams and spillways <br /> <br />to appropriate $10,000 from <br />for Lake Meade and Lake Cohoon <br /> <br /> The City has received a report under the National Dam Safety Program outlining recommenda <br />and remedial measures required to bring the dams into conformance with State and Federal <br />regulations. There may be other repairs required after an in-depth analysis of the report <br />has been completed. However, this appropriation will provide the funds necessary to make <br />certain remedial repairs as recommended in the Phase I Inspection Report for the dam. The <br />City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was approved <br />first reading, and by unanimous vote: <br /> <br />tions <br /> <br />on <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000 FROM THE CAPITAL IMPROVEMENT FUND FOR ~ <br />REPAIRS TO DAMS AND SPILLWAYS FOR LAKE MEADE AND LAKE COHOON." <br /> <br /> <br />
