<br />At a regular meeting of the City Council held on November 20, 1979, there were present:
<br />
<br />Jack P. Barnes, Ben A. Beamer, Sr., E. Saunders Early, Jr., J.
<br />James W. Holley, III, Edward L. Oast, Jr., Robert T. Williams,
<br />Gordon B. Tayloe, Jr., City Attorney.

<br />City Manager,
<br />
<br />Absent: Richard J. Davis
<br />
<br /> Councilman Ben A. Beamer, Sr., opened the meeting with prayer, followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Vice Mayor Holley presided in the absence of Mayor Davis and welzomed all visitors in
<br />attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Early, minutes of the
<br />13, 1979; minutes of the regular mesting of November 13, 1979, to
<br />was adopted by unanimous vote.

<br /> 79-405 - The following ordinance approved on first reading at the regular meeting of
<br />November 13, 1979, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $610,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />MOUNT HERMON RECREATION CENTER AS PART OF THE MOUNT HERMON REDEVELOPMENT AND
<br />CONSERVATION PROJECT."

<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by the
<br />following vote:

<br /> 79-406 The following ordinance approved on first reading at the regular meeting of
<br />November 13, 1979, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE ~224,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE REPAIR AND RENOVATION OF CITY AND SCHOOL BOARD BUILDINGS."

<br /> On motion of Mr. Gray and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:

<br />"AN ORDINANCE TO APPROPRIATE $117,100 FROM THE GRANTS FUND FOR THE REHABILITATION
<br />GRANT APPROVED UNDER THE URBAN PARKS AND RECREATION RECOVERY PROGRAM."

<br />URBAN PARKS AND RECREATION GRANTS LOCAL MATCH."

<br />STREET IMPROVEMENTS FOR THE INTERSECTION OF HILL AVENUE AND WESLEY STREET."

<br /> On motion of Mr. Beamer ans seconded by Mr. Gray, the ordinance was adopted, and by the
<br />following vote:

<br /> 79-410 the following ordinance approved on first reading at the regular meeting of
<br />November 13, 1979, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $766,158 FROM THE VIRGINIA PUBLIC ASSISTANCE FUND
<br />FOR THE VIRGINIA FUEL ASSISTANCE PROGRAM."
