<br />at this time to follow the spirit of the resolution passed previously and honor Martin LUther
<br />King by designating January 15 as a city holiday.

<br /> =9-462 Mrs. Gall B. Kettlewell, 5 Alton Parkway, representing the Federation of
<br />Civic Clubs, spoke concerning garages sales and presented the following recommendations:
<br />
<br />1. We desire clarification of city sign ordinances so that police will have
<br /> power to issue summons or tickets to those who illegally post yard sale
<br /> -signs.
<br />2. We ask for regulation or guidelines on the number of yard sales a resident
<br /> may hold in a year.
<br />3. We request that the city research the possibility of adopting an overall
<br /> aesthetic code for the city.
<br />

<br /> Motion of Mr. Beamer and seconded by Mr. Gray that the matter to be referred to the

<br />senting the Portsmouth Branch of NAACP, spoke concernmng the slaying
<br />prssented the following petition:

<br /> "This organization on November 6, 1979, called for an independent investigation of
<br />the events in which William Smith was slain and another citizen was injured by Police gunfire
<br />We believe that where the activities of the Police are the object ofccn~emn they should not
<br />be the only source of information to explain what occurred. Therefore, we are soliciting
<br />your supporff of this issue by requesting that you sign this petition, Signed by Eleanor C.
<br />Bailey, 67 Manley Street and Others.'

<br />a commission to endeavor to answer the questions.

<br /> The City Manager informed Mr. Stith that a report would be supplied with a report in
<br />appro.xima.tely a week and a report would be furnished to Mr. Stith.

<br />spoke concerning drug paraphernalia in Portsmouth and requested that a resolution be adopted
