The members of the Portsmouth Education Association propose a salary <br /> schedu]e equitable with the other city employees. <br /> 2. Propose that the School Board pay $30 a month toward Blue Cross/Blue Shield. <br /> <br /> Summarizing our prpposal, the members of the Portsmouth Education Association urge you <br />to consider our salary be compensora~e with the other city employees, not below them." <br /> <br /> Moti.on of Mr. Barnes and seconded by Mr..Beamer, that the matter be referred to in <br />the budget, and was adopted by unanimous vote. <br /> <br /> 79-464B Ms. Diana Chappell, 1216 Ruffin Street, representing Black Vanguard Resource <br />Center, spoke in support of the investigation of the slaying of William Smith. <br /> <br /> 79-464A On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was <br />adopted, a~d by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND THE <br />CONTROLLED PARAPHERNALIA ACT TO BAN tHE SALE OF CERTAIN ITEMS OF DRUG <br />PARAPHERNALIA ASSQCIATED WITH THE ILLEGAL USE OF CONTROLLED SUBSTANCES. <br /> <br /> WHEREAS, there is a growing problem of illegal drug use, including, but not limited to, <br />the use of marijuana among teenage and elementary school age children; and <br /> <br /> WHEREAS, there is a growing concern among parents of such children <br />by the Parents Teachers Association of Portsmouth, Virginia, and other <br />Associations; and <br /> <br />which has been express <br />local Parent Teachers <br /> <br /> WHEREAS, there is currently available for sale in local retail establishments which are <br />open to the general public including teenage and elementary school age children, paraphernalia <br />and merchandise relating to the illegal use of drugs including, but not limited to, the use <br />of marijuana; and <br /> <br /> WHEREAS, the Virginia Controlled Paraphernalia Act currently bans the general sale of <br />certain paraphernalia such as hypodermic syringes, needles and gelatin capsules. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the General Assembly of Virginia is requested to amend the Controlled Paraphernalia Act to <br />ban the sale of paraphernalia associated with illegal drug use, including, but not limited to, <br />roach~clips~water-pipes, and other pipes that are associated with marijuana use, or in the <br />alternative, to amend Title 1S.1 of the Code of Virginia, authorizing local governments to ban <br />the sale of such items. <br /> <br /> ~E IT FURTHER RESOLVED that the City Clerk is hereby direzted to transmit a certified <br />copy of th'iD resolution to the General Assembly." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />79-465C-- The following letter received from James D. Topping, Jr.: <br /> <br /> "Last week you appointed me to be a Commissioner of the Portsmouth Redevelopment and <br />Housing Authority, which appointment I accept. <br /> <br /> Pursuant to 2.1-349[2), Code of Virginia, 1950, as amended, I make the following disclosu <br /> to the governing body of the City of Portsmouth. I am employed as Vice President of Watters <br /> and Martin, Inc. In that capacity, I have authority to supervise the Sales Department. Prom <br /> time to time, Watters and Martin, Inc. may have occasion to contract with the City of Ports- <br />"-moath~" This disclosure is to advise the City Council of my interest in any future contracts <br /> between the City of Portsmouth and Watters and Martin, Inc." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that the letter from Mr. Topping be <br />accepted, and'was adopted by unanimous vote. <br /> <br />79-465 - The following letter from the Municipal Finance Commission was received: <br /> <br /> "Because of the recent activity of the bond market, the Municipal Finance Commission, at <br />the meeting held November 20, 1979, re-evaluated its earlier recommendation that bonds be <br />sold before the end of this calendar year. <br /> <br /> ther <br /> A~though the ~u~rent bond market is not a favorable on~ as compared to past markets, <br />are many other considerations that enter into the decision of timing for a bond sale, to in- <br />clude the following: <br /> <br />1. the unpredictability of future interest rat.es~ <br />2. the need for cash at this time; <br />3. the deadline of November, 1980 for the Public Utility Bonds issuance; <br />4. the availability of current financial statements; <br />5. short-term interest rates have risen to a level ~n excess of the <br /> anticipated bond rate; <br />6. the desirability from a cash flow standpoint of a March 1 due date on <br /> the bonds. <br /> <br /> After considering the many factors involved, the Commission acted by unanimous vote of <br />all members present to modify the timing of tho bond issue by two months.
