336 <br /> <br />December 11, 1979 <br /> <br /> This appropriation brings the total contract with the engineering and design firm to <br />$1,748,000. This appropriation represents the increase that has been approved by the <br />State Water Control Board for the Step II Design Phase of the grant for upgrading the Pinners <br />Point Sewage Treatment Plant. This appropriation will provide the necessary funds to complete <br />the Step II Phase, and also provide the necessary funds for preparation of the final grant <br />application (Phase III, final phase[. The City Manager recommends adoption on first reading <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the £ollowing ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $700,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />THE STEP II DESIGN PHASE FOR SECONDARY TREATMENT UPGRADE OF THE PINNERS POINT <br />SEWAGE TREATMENT PLANT." <br /> <br /> 79-451 "Consideration of an ordinance to amend the code of the City of Portsmouth, <br />Virginia, 1973, by amending Section 2~5~, pertaining to the Portsmouth Emergency Medical <br />Service Advisory Ccmmmssion. <br /> <br /> This amendment deletes the representatives from City Departments as voting members of <br />this Advisory Commission and establishes these members as ex-officios (non-voting members) <br />by departmental position not by name. The EMS Advisory Commission is further moSified to <br />establish a 11 member Commission in lieu of 15. There will be a minimum of 3 members <br />appointed at large under the revised organization. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Beamer Rnd §econded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the follqwing vote: <br /> <br />"AN ORDINANCE TO AMEND THE CCDE OF rHE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 2-341 THEREOF, PERTAINING TO THE PORTSMOUTH EMERGENCY <br />MEDICAL SERVICE ADVISORY COM~4ISSION." <br /> <br />Ayes-: Barnes, Beamer, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 39-452 "Consideration of an ordinance closing a portion of an ~nnamed <br />southside of Oakland Street. <br /> <br />lane on the <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application to close an <br />unnamed lane on the southside of Oakland Street. Viewers were app¢inted on November 13, <br />1979 pursuant to state law. A copy of their report and a plat of the proposed closure <br />is attached for your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Cast~ and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING THE FOLLOWING STREET: <br />SIDE OF OAKLAND STREET." <br /> <br />AN UNNAMED LANE ON THE SOUTH <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />'9-453 -~"Consideration of an ordinance closing a portion of Sumlers Lane. <br /> <br /> the Portsmouth Redevelopment and Housing Authority has made application to close a portic <br />of S~mle~s E~ne. S. Environmental Protection Agency. <br /> <br /> The attached letter addressed to Mr. D. M. Costle, Administrator of EPA is attached for <br />your information. The draft of the proposed request outlines the justifidations both financial <br />and environmental relative to the wavier being submitted on the Pinners Point Wastewater <br />Treatment Plant. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br /> <br />
