336 December 11, 1979 This appropriation brings the total contract with the engineering and design firm to $1,748,000. This appropriation represents the increase that has been approved by the State Water Control Board for the Step II Design Phase of the grant for upgrading the Pinners Point Sewage Treatment Plant. This appropriation will provide the necessary funds to complete the Step II Phase, and also provide the necessary funds for preparation of the final grant application (Phase III, final phase[. The City Manager recommends adoption on first reading On motion of Mr. Barnes and seconded by Mr. Oast, the £ollowing ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $700,000 FROM THE CAPITAl IMPROVEMENT FUND FOR THE STEP II DESIGN PHASE FOR SECONDARY TREATMENT UPGRADE OF THE PINNERS POINT SEWAGE TREATMENT PLANT." 79-451 "Consideration of an ordinance to amend the code of the City of Portsmouth, Virginia, 1973, by amending Section 2~5~, pertaining to the Portsmouth Emergency Medical Service Advisory Ccmmmssion. This amendment deletes the representatives from City Departments as voting members of this Advisory Commission and establishes these members as ex-officios (non-voting members) by departmental position not by name. The EMS Advisory Commission is further moSified to establish a 11 member Commission in lieu of 15. There will be a minimum of 3 members appointed at large under the revised organization. The City Manager recommends adoption." The draft of the proposed request outlines the justifidations both financial and environmental relative to the wavier being submitted on the Pinners Point Wastewater Treatment Plant.
