These amendments also <br />change the parking fines for violations in accordance with attachment B recommended by the <br />Parking Authority. Due to changes in place of payment since the existing code was revised <br />these amendments also clarify the proposed place for payment of parking violations. A letter <br />£rom the Portsmouth Parking Authority recommending the code changes as well as the new fine <br />schedule is attached for your information. Also included as an attachment to the Parking <br />Authority letter is the new monthly rental rates for off-street or ramp parking to be effec- <br />tive as noted in the attached letter. The City Manager recommends adoption of this ordinance <br /> <br /> Motion of Mr. Holley and seconded by Mr. Barnes, the ordinance to be adopted. <br /> <br /> Substitute motion of Mr. Early and se~onde~ by Mr. Barnes, that Sections 23-269 and <br />23-291, to be referred back to the Parking Authority and other sections to be adopted, and <br />was adopted by unanimous vote. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance to be adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1973, BY AMENDING <br />SECTIONS 23-226, 23-267, 23-290, AND 23-293 THEREOF, PERTAINING TO ON-STREET <br />AND OFF-STREET PARKING VIOLATIONS." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-11 "Consideration of an ordinance amending Section 23-474 and 25-476 of the <br />Portsmouth City Code pertaining to taxes on private vehicles. <br /> <br /> The proposed amendment to the code due to the 1977 state legislation involving vehicles <br />licenses which became effective July 1, 1979. The amendment only involves the change of <br />vehicle classification. The classification of trucks and other similar vehicles are removed <br />from 23-474 and added to 23-476. The rates and minimum payments remains the same based on <br />the weight of the vehicle. The City Manager recommends adoption of this ordinance." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 23-474 AND 23-476 PERTAINING TO TAX ON PRIVATE <br />VEHICLES, TRUCKS AND SEMITRAILERS." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-12 "Consideration of an ordinance to amend Section 15-A of the City's Classification <br />and Pay Plan, Ordinance #1979-65, as amended pertaining to the annual salary of the City <br />Attorney. <br /> <br /> This ordinance amends Section 15-A (d) pertaining to salaries for unclassified positions. <br />This ordinance changes the City Attorney's salary to $35,000 annually, effective January 1, <br />1980. The City Manager recommends adoption of this ordinance. <br /> <br /> On motion of Mr. Beamer and seaonded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SECTION 18(a) OF THE CITY OF PORTSMOUTH, <br />CLASSIFICATION AND PAY PLAN, ORDINANCE NO. 1979-65, AS AMENDED, <br />TO THE ANNUAl SALARY OF THE CITY ATTORNEY." <br /> <br />VIRGINIA, <br />PERTAINING <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-13 "Consideration of a resolution authorizing the City Manager to enter into an <br />agreement with the Norfolk and Western Railway Company for installation of piFe line. <br /> <br /> This resolution authorizes the City Manager to enter into a license agreement with <br />Norfolk and Western Railway for property located in the City of Suffolk, required for <br />installation of a pipe line for sludge disposal at the Lake Kilby water plant. The Norfolk <br />and Western Railway has agreed to the license agreement upon the payment of $100.00 at <br />time of execution, plus ~50.00 a year thereafter. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LISENSE AGREEMENT <br />WITH NORFOLK AND WESTERN RAILWAY COMPANY FOR INSTALLATION OF PIPE LINE. <br /> <br /> WHEREAS, the City of Portsmouth obtained certain prcperty <br />Suffolk, Virginia, for construction of a disposal facility for <br />Lake Kilby Water Plant; and <br /> <br />located in the City of <br />sludge generated at the <br /> <br /> WHEREAS, the location of this disposal facility requires the construction of a force <br />main to transport the material from Lake Kilby to the site; and <br /> <br /> WHEREAS, the force main ~o be constructed will be partially located on property of <br />the ~orfolk ~ Western Railway Company; and <br /> <br /> <br />
