<br />deteriorated curbs and gutters, and sidewalks. This appropriation will provide for the rep-
<br />lacement of approximately 2,000 linear feet of curbs and gutters ar a cost of approximately
<br />$50,000. The balance of the appropriation, $20.000 will be utilized for broken or deterio-
<br />rated sidewalks. This an ongoing program started in 1977/78 Capital Improvements Program
<br />ro eliminate hazards, lower maintenance costs and improve minor drainage problems. The City
<br />Manager recommends adoption on first reading."

<br />Capital Improvements Fund ro complete surveying, plotting, and drafting to meet the design
<br />requirements for drainage improvements.

<br /> This appropriation will provide the necessary funds to complete the initial design for
<br />drainage improvements to North Park Manor (priority #1t~lrainage mmprovements). This appro-
<br />priation will be funded with the $5,000 authorized in the 1979~80 Capital Improvements Progra~
<br />for North Park Manor. rhe balance, $7,000 will be allocated from the Capital Improvements
<br />budget contingency. The City Manager recommends adoption on first reading."

<br /> This appropriation will provide the necessary funds, for the balance of 1979/80, for
<br />the purchase of delinquent properties and/or properties in non-conforming use that became
<br />available for purchase. This funding is for the continuation of the program which began
<br />several years ago by the City for purchasing vacant land, tax delinquent or non-conforming
<br />property for proposed industrial use. The City Manager recommends adoption on first reading.

<br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $25,000 FROM THE PORT FACILITIES AND ECONOMIC
<br />DEVELOPMENT FUND FOR THE PURCHASE OF PROPERTY FOR INDUSTRIAL REUSE."

<br /> 80-9 "Consideration of an ordinance to amend the Code of the City or_Portsmouth
<br />by amending sections 25~ and 2S~ pertaining to the Highway Safety Commission.
<br />
<br /> This ordinance changes the name of the Commission known as the Highway Safety Commission
<br />to the Portsmouth Transportation Safety Commission in accordance with the revised state code.
<br />In addition to changing the name, section 2Z54 is hereby amended adding an additional duty
<br />ro this Commission of over v~ew in an advisory capacity of Safety Town. The City Manager
<br />recommends adoption of this ordinance."

<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1973, BY AMENDING
<br />-~gBG%IDNS~25-~49 AND 23-54 THEREOF, PERTAINING TO HIGHWAY SAFETY COMMISSION."

<br /> 8~-10 - "Consideration of an ordinance to amend section 23-224, 23-2f~, 23-269, 23-290,
<br />23-291, and 23-293 pertaining to on-street and o£f~street parking violations.

<br /> This amendment specifys holidays for parking meter purposes which includes City, State,
<br />and Federal holidays. The Portsmouth Parking Authority has recommended that all parkiny
<br />meters be exempt for the nine federal holidays, in lieu of the five currently exempted. In
