(S-79-15)" <br /> <br />Ayes: Barnes, Beamer, Earny, Gray, Holley,Oast, Davis <br />Hays: None <br /> <br /> 80-t6__ _ "~onsideration of a motion to transfer $90,481 from the Grants Contingency <br />Account to operate the Therapeutic Recreation Program Project, the Operation Smoke Detector <br />Project, the Improvements to Recreation Facilities Project, the Project Book Recovery and <br />the Space Utilization Project. <br /> <br /> This motion will provide the funds necessary to operate these projects for up to <br />twelve (12) months. Funded entirely through the Comprehensive Employment and Training <br />Act, the projects will offer employment opportunities for lowincome, unemployed residents <br />of the City as well as provide needed improvements for public facilities and grounds, <br />expand recreational services to our handicapped citizens, recover lost city property, improve <br />record keeping capabilities and help insure more safeguards in our homes against fire <br />deaths. The City Manager recommends adoption of this motion." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to transfer <br />$90,481 from the Grants Contingency Account to operate the above mentioned projects, and was <br />adopted by unanimous vote. <br /> <br /> 80-17 "Consideration of a motion to <br />Account to continue operation for 10 months <br />Commonwealth Attorney's Training Program. <br /> <br />transfer $50,356 from the Grants Contingency <br />of the Career Criminal Program and the annual <br /> <br /> This transfer will provide the funds necessary to continue the Career Criminal Program <br />for an additional 10 months. Administered by the Portsmouth Commonwealth's Attorney, the <br />program's goals are to increase the successful disposition of cases involving "habitual" <br />felony offenders and, as a consequence, to reduce the incidence of serious crime in the <br />City. Of the total transfer $47,753 represents the 10 months funding for the Career Criminal <br />Program. The balance of the transfer, $2,603 is for the annual Commonwealth Attorney's <br />Training prognam. Of the total amount.of funds the federal and state represents 95~ of <br />the total, local match is S%. The City Manager recommends adoption of this motion." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to transfer <br />$50,356 from the Grants Contingency Account to continue operation of the Careeer Criminal <br />Program and the annual Commonwealth Attorney's training Program, and was adopted by unanimous <br />vote. <br /> <br /> 80-18 - "Consideration of a motion to transfer $6,544 from the Grants Contingency <br />Account to operate a Street Scene Management Program. <br /> <br /> This motion will provide the funds necessary to establish a Street Scene Management <br />Program for the Fiscal Year 1980. Funded entirely by the Department of Transportation <br />& Safety, the program will enable the Engineering Department to establish a complete visual <br />storage file of all street signs, signals and pavement markings, which will aid in identifyin~ <br />and eliminating hazardous situations. The City Manager recommends adoption of this motion." <br /> <br /> · Motion of Mr. Early and seconded by Mr Barnes, that <br />fer ~6,544 from t~e Grants Contingency Account to operate <br />and was adopted by unanimous vote. <br /> <br />authoriz,ation be granted to trans- <br />a Street Scene Management Program, <br /> <br /> 80-19 - "Consideration of a motion approving the commitment of $5,250 to SEVAMP for <br />transportation services for the elderly. SEVAMP has requested $30,000 in local contributions <br />from the cities in the region of which Portsmouth's share is estimated to be 17.5% or $5,250. <br /> <br /> This request is made in order that SEVAMP may continue with direct services for the <br />elderly such as transportation, meals, outreach, etc. By the end of this fiscal year the <br />services will be based on the same allocation formula that is now being utilized by DC. <br />The City Manager recommends adoption of this motion." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that approval of the commitment of <br />$5,250 to SEVAMP for transportation services for the elderly, as requested, and was adopted <br />by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 80-26 - Vice Mayor Holley offered the following nominations for appointments to the <br />following Boards/Commissions: <br /> <br />Library Board <br /> <br /> Dr. Samuel E. Buxton, Jr., Mrs. Jackie An~s, and Mrs. Juanita Wilkes, to be appointed <br />for a term of three years, ending December 1, 1982, replacing Joseph S. Bell, Jr., Mrs. <br />Thomas R.
