Motion by Mr. Early and seconded by Mr. Oast to reconvene the City Council meeting at 6:00 p.m. on Tuesday, February 12, 1980 for a staff briefing with the understanding that this item would come back before the Council on Tuesday, February 26, 1980 at the regular meeting. This motion was approved and by the following vote: Ayes: Barnes, Beamer, Early, Gray, Holley, Oast Nays: None (i) GROUP HOUSING PROJECT APPLICATION GHP-79-1: Application by Martin Rosen and Alexander Salzberg, to erect a 256 unit housing project on a twenty acre tract of land, zoned Residential R-75, lying between the southern end of Merrifields Boulevgrd and property accuired by the Virginia Department of Highways and Transportation for construction of th4 Western Freeway. Mr. Fred Baule, 4100 Tarnywood Drive, Portsmouth, Virginia, spoke in opposition to the application to erect a 256 unit housing project. Mr. T. E. Ames, 4116 Swannanoa Drix application. Mr. Williams suggested that this item be referred to the Municipal Financ_ Commission for financial consideration. Motion approved 6-0 (1) PRELIMINARY LAND USE ELEMENT OR THE YEAR 2000 COMPREHENSIVE PLAN: The City Planning Commission's COMPLAN 2000 committee will make its preliminary report regarding the land use element for an updated city comprehensive plan. This is to be considered an interim action ~rior to the conduct of public hearings on said document by the Commission. At thi stage, the Council and Planning Commission will consider what is to be placed before the public for consideration at the pending hearings.
