<br />PROPOSED REVISION OF TEXT OF THE ZONING 'ORDINANCE, CHAPTER V, HISTORIC
<br />DISTRICT, SECTION 40-95, COMMISSION OF ARCHITECTURAL REVIEW.
<br />
<br />Paragraph on page 2953 of the City Code to read as follows:
<br />
<br /> Two (2) additional five-year appointments are created from January 1, 1976. One (1)
<br />shall be appointed from at least three (3) nominees made by the Cradock Property Owners
<br />Association, and one (1) shall be appointed from at least three (3) nominees made by the
<br />Old Truxtun Community League.
<br />
<br />Motion of Mr. Barnes, seconded by Mr. Gray, was approved and by the following vote:

<br />Nays: None
<br />
<br />(g) PLANNED UNIT DEVELCPMENTS PUD-72-2, LONG POINT AND PUD-72-3, SOUTHAMPTON:

<br /> Comments relative to these two developments approved by City Council and subject to
<br />periodic review.
<br />
<br /> Mr. R. S. Baldwin, 620 May Avenue, Norfolk, Virginia, representing Associated Churchland
<br />Investors, spoke in opposition to the Planning Commission's recommendation to declare South-
<br />ampton PUD-72-3 as being null and void.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer to concur with the Planning Commission's
<br />recommendation and refer item back to the staff £or further study.
<br />
<br /> A question was raised by Mr. Oast and as a result, Mr. Gray withdrew his original motion,~
<br />Mr. Beamer withdrew his second.

<br /> Motion of Mr. Beamer, seconded by Mr. Barnes to refer item back to the Planning Commissio
<br />for further study with interested parties, and was approved by the following vote:

<br />(h) SEABOARD RIGHT-OF-WAY PRELIMINARY UTILIZATION PLAN

<br /> City Planning Commission's preliminary recommendations agreed upon on 8 January
<br />1980 as forwarded to City Manager Williams in a letter dated January 15, 1980.
<br />
<br /> Mr. J. S. Livesay, Jr., P. O. Box 1137, Portsmouth, Virginia, representing William
<br />Gardner and others, spoke in opposition to the Planning Commission's preliminary recommenda-
<br />tions.

<br /> Mr. Jordan Corra, 310 Thelmar Lane, Portsmouth, Virginia, spoke in opposition to the
<br />preliminary recommendations and read the following letter:

<br />Mayor and the Members of the City Council:
<br />
<br /> As an interested observer and participant at the recent Planning Commission hearing in
<br />the City Council chambers Tuesday October 2, 1979 the undersigned, a taxpayer and property
<br />owner whose property abuts on the former Seaboard R.R. right of way, I take exception to
<br />several statements made at this meeting by a certain Dr. Kastner who is evidently spokesman
<br />for a miniscule small group who are seeking to promote an unwanted and undesirable Bikeway
<br />running through our back yards.
<br />
<br /> I would like to address our new and only public speaking proponent of the Bikeway on the
<br />following~key points--
<br />
<br /> #1 If your home and property were
<br />cally unsound proposal your presence at
<br />absence.
<br />
<br />located within the remotest proximity ~o your economi-
<br />this meeting would have been most noticeable by your
<br />
<br /> #2 Your nebulous and fanciful proposals of Federal aid for this boondoggle such as a
<br />brightly lit 3.5 mile strip apparently for the express benefit of Motorcycles and Hot Rodders
<br />makes no sense to me at all and would only add to the work load of out already overburdened
<br />and undermanned Police Department.

<br /> #3 In a desperate attempt to get this lead balloon off the ground, aid and support has
<br />been requested from some sort of Athletes foot and Pedal type organization based in the City
<br />of Norfolk and incidentally whose numbers have been grossly exagerrated at the hearing. May
<br />I remind the good Doctor that this~outfit is based in Norfolk, its members reside and pay
<br />taxes to that city therefore have no official voice in our internal affairs nor have their
<br />personal opinions on the above been solicited by our citizens. Undoubtedly, this elite group
<br />would have us build a Bikeway to the moon, providing of course, it did not pass through THEIR
<br />back yards.

<br /> Strictly for information and to bring all interested parties up to date may I also point
<br />out that at the Virginia Department of Highways and Transportation public information hearing
<br />held at Manor High School, September 6, 1979 our Director of Planning, Mr. J. Brewer Moore,
<br />reading from a prepared text made the following statement and I quote "This Bikeway now cen-
<br />tered in City Park would be extended along Elmhurst Lane and Portsmouth Boulevard, to connect
<br />with the new Hodges Ferry Bridge Bikeway proposed here tonight" unquote.
