Williams, City Manager, <br /> <br />Absent: Richard J. Davis <br /> <br /> 80-52 Public Hearing on rezoning petitions, use permit applications, a proposed <br />amendment to the zoning ordinance portion of the City Code, report on the status of all <br />"Planned Unit Developments", reports on Group Housing Projects GHP 79-1 and 80-1, <br />Portsmouth's Element of the Transit Service Program for Southeastern Virginia, and a <br />status report on the land use element for the Year 2000 Comprehensive Plan: <br /> <br />(a) Zoning Petition Z 79-18 Petition of Raymond Smith, owner, to rezone property <br /> at the southeast corner of Maryland Avenue and Detroit <br /> Street; from Commercial C-I to Residential R-60. <br /> <br /> J. S. Livesay, Jr., P. O. Box 1137, Portsmouth, Virginia 23705, representing Raymond <br />Smith, spoke in opposition to the Planning Commission's recommendation. <br /> <br /> Motion of Mr. Early and seconded by Mr. Gray, to be referred back to the Planning <br />Commission, and was approved by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />(b) Zoning Petition Z 79-22 <br /> <br />Petition of Harold Beaver, contract owner, to rezone <br />property on the north side of Cherokee Road 560 feet <br />west of Jewell Avenue; from Residential R-75 to Resi- <br />dential R-60. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, to concur with the Planning Connnission's <br />unanimous recommendation to approve the rezoning, and was approved by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />(c) Use Permit 79-15 <br /> <br />Petition of Grace Morlino, by Nathan Thomas, Minister, for a <br />use permit to operate a house of worship pursuant to Section <br />40-70(b) of the City Code on land zoned Commercial C-2; also <br />known as 615'Chestnut Street. <br /> <br /> Mr. Nathan Thomas, 4116 Twin Pines Road, Portsmouth, Virginia, Minister, representing <br />Grace Morlino, spoke in favor of the use permit. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray to concur with the Planning Commission's <br />unanimous decision to issue a conditional use permit, and was approved by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />(d), Use Permit 80-1 <br /> <br />- Petition of William C. Creecy, et al, owner, by Mr. Barclay, for <br /> for a use permit to operate a storage warehouse and yard and a <br /> wholesaling and jobbing establishment on land zoned Commercial <br /> C-2 and located at the southwest corner of Hartford Street and <br /> Florida Avenue. <br /> <br /> Mr. Kirk Berkeley, architect, representing William C. Creecy, et al, spoke in support of <br />the use permit. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes to concur with the Planning Commission's <br />recommendation to issue a conditional use permit, and was approved by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />(e) Use Permit 80-2 <br /> <br />Petition of Mt. Olivet Baptist Church, by Chairman of the Deacon <br />Board, Jasper L. Kindred and Architect Hershel Laster, for a use <br />permit to construct and operate a church and an educational center <br />on vacant land zoned Commercial C-2; bounded by King Street on the <br />north, Apple Street on the east, County Street on the south and <br />Phoebus Street on the west. <br /> <br /> Mr. Hershel Laster, Architect, representing Mt. Olivet Baptist Church, spoke in favor <br />the use permit. <br /> <br /> Pastor M. L. Hill, representing Mt.
