Viewers were appointed on January 8, 1980 pursuant to State <br />law. This resolution appoints viewers pursuant <br /> o Stg~ law for a report back to City Council. The City Manager recommends adoption. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Holley, the following ordinance was approved <br />land by the following vote: <br />t FOR tHE CLOSING OF A PORTION OF PROGRESS AVENUE. <br /> RESOLUTION <br /> APPOINTING <br /> VIEWERS <br /> <br />iWHE.R~AS, Virginia Chemicals, Inc., has made application to vacate, close and discontinue <br />he hereinafter described portion of Progress Avenue, and it appearing that notice of <br /> pplication and request for the appointment of viewers was duly posted on January 18, <br /> 980, on the bulletin board of the Portsmouth Circuit Court, Portsmouth General District <br /> Court and the Portsmouth City Council Chambers. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that A. N. Kendrick, James V. McGhee, Raymond Tweed, C. E. The Mayor's Manpower Development and Employment Commission <br />recommended unanimously that the City of Portsmouth apply for prime sponsorship under the <br />Eomprehensive Employment and Training Act. The City Manager recommends adoption. <br /> <br />Act <br />has <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted <br />~nd by the following vote: <br /> <br /> "A RESOLUTION ENDORSING THE APPLICATION OF THE CITY OF PORTSMOUTH FOR PRIME SPONSORSHIP <br />INDER THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973, AS AMENDED. <br /> <br /> WHEREAS, the Mayor's Manpower Development And Employment Commission was organized to <br />;erve as~-the advisory body to the Portsmouth City Mayor in all matters relating to manpower, <br />zraining, and employmen~ in the communi.ty and is tharged with making recommendations to <br />zhe Mayor which would, in the judgment of the CommiJsion, be conducive to improving employment <br />~onditions in the City of Portsmouth; and <br /> <br /> WHEREAS, the Mayor's Manpower Development And Employment <br />zhat the City of Portsmouth apply for Prime Sponsorship under <br />knd Training Act of 1973, as amended; and <br /> <br />Commission has recommended <br />the Comprehensive Employmenl <br /> <br /> WHEREAS, the Council of the City of Portsmouth has considered the issues relating to <br />zhis matter and concurs in the ~ecommendation of the Commission that independent Prime <br />Sponsorship is in the best interest of the citizens of the City of Portsmouth. <br /> <br /> NOW~ THEREFORE~ BE <br />zhat the Council hereby <br />{mployment And Training <br /> <br />IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />endorses the application for Prime Sponsorship under the Comprehensive <br />Act of 1973, as amended, for fiscal year 1981. <br /> <br /> <br />
