<br /> The Portsmouth Redevelopment and Housing Authority has made application to close
<br />L portion of Moore's Lane between Wythe and Harrison Streets' and, a portion of an unnamed lane
<br />~etween Wythe and Harrison Streets. Viewers were appointed on January 8, 1980 pursuant to State
<br />law. The City Manager recommends~adoption.

<br />and On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved,

<br /> Progress Avenue in the West Norfolk section of Portsmouth.

<br /> Virginia Chemicals, Inc., has made application to close a portion of Progress
<br /> venue between Harding Street and West Norfolk Road. This resolution appoints viewers pursuant
<br /> o Stg~ law for a report back to City Council. The City Manager recommends adoption.

<br /> On motion of Mr. Gray and seconded by Mr. Holley, the following ordinance was approved

<br /> pplication and request for the appointment of viewers was duly posted on January 18,
<br /> 980, on the bulletin board of the Portsmouth Circuit Court, Portsmouth General District
<br /> Court and the Portsmouth City Council Chambers.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br /> that A. N. Kendrick, James V. McGhee, Raymond Tweed, C. E. Ellis and Linen Vann be appointed
<br /> ~iewers in the event one of the preceeding ~iewers fails to participate, said viewers to
<br /> ziew the hereinafter described portion of Progress Avenue and to report to this Council in
<br /> griting whether in their opinion any, and if any, what inconvenience would result in

<br />prime sponsorship for the City of Portsmouth under the Comprehensive Employment and Training
<br />to be effective October 1, 1980. The Mayor's Manpower Development and Employment Commission
<br />recommended unanimously that the City of Portsmouth apply for prime sponsorship under the
<br />Eomprehensive Employment and Training Act. The City Manager recommends adoption.

<br /> "A RESOLUTION ENDORSING THE APPLICATION OF THE CITY OF PORTSMOUTH FOR PRIME SPONSORSHIP
<br />INDER THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973, AS AMENDED.
<br />
<br /> WHEREAS, the Mayor's Manpower Development And Employment Commission was organized to
<br />;erve as~-the advisory body to the Portsmouth City Mayor in all matters relating to manpower,
<br />zraining, and employmen~ in the communi.ty and is tharged with making recommendations to
<br />zhe Mayor which would, in the judgment of the CommiJsion, be conducive to improving employment
<br />~onditions in the City of Portsmouth; and
<br />
<br /> WHEREAS, the Mayor's Manpower Development And Employment
<br />zhat the City of Portsmouth apply for Prime Sponsorship under
<br />knd Training Act of 1973, as amended; and
<br />
<br />Commission has recommended

<br /> WHEREAS, the Council of the City of Portsmouth has considered the issues relating to
<br />zhis matter and concurs in the ~ecommendation of the Commission that independent Prime
<br />Sponsorship is in the best interest of the citizens of the City of Portsmouth.
