To a point; <br />thence north 87u 11' 34" east 58.85 ft. to a point; thence south 3e 01' 44" <br />east 225.53 ft. to a point on the north side of Columbia Street, said point <br />being the point of beginning." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-99 "Consideration of a resolution appointing viewers for the closing of a portion <br />of Gothic Street between Belle and Watson Streets. <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application to close a <br />portion of Gothic Street between Belle and Watson Streets. This resolution appoints viewers <br />pursuant to State law for a report back to City Council. The City Manager recommends <br />adoption." <br /> <br /> ~On..motion.of Mr. Oast and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the._fellowing vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS~FOR THE CLOSING OF A PORTION OF GOTHIC STREET. <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made application to <br />vacate, close and discontinue the hereinafter described portion of Gothiz Street, and it <br />appearing that notice of application and request for appointment of viewers was duly posted <br />on the 22nd day 6f February, 1980, on the bulletin~ board of the City Hall Building in the <br />City of Portsmouth, the Circuit Court of the City of Portsmouth, and the General District <br />Court, Civil Division, of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that A. N. Kendrick, L. A. Clarke, James L. Choate, Simond P. Arrington, Richard D. Ottavio <br />be appointed viewers and Linon Vann be appointed an alternate viewer ~n the event one of <br />the preceeding viewers fails To participate, said viewers to view the hereinafter described <br />portions of such streets and to report to this Council in writing whether in their opinion, <br />any, and if any, what inconvenience would result in vacating and closing the following: <br /> <br />GOTHIC STBEET <br /> <br /> That certain portion of Gothic Street lying between the northern <br />sid~ of Belle Street and the southern side of Watson Street. <br /> <br />AyesL Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-100 "Consideration of a motion to transfer $44,250 from the Grants Contingency <br />Accoun~to-continue operation of the Young Adult Conservation Corps. <br /> <br /> This motion will provide the funds necessary for Portsmouth's Department of Parks and <br />Recreation to continue operation of the Young Adult Conservation Corps. The program will ~n- <br />hance local efforts in the areas of renovation and weatherization for existing park facilities <br />as well as train young adults for future employment. The pro,ram is totally funded through <br />the Virginia Commission of Outdoor Recreation. There is no local match required. The City <br />Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes, and seconded by Mr. Oast, authorization be granted to transfer <br />$44,250 from the~]~ants Contingency Account, as requested and was adopted by unanimous ~ote. <br /> <br /> 80-101 - "Consideration of a motion to transfer $17,149 ~ro~ the Grants Contingency <br />Account to continue Project Challenge, a delinquency preventmon program. <br /> <br /> This motion will provide the necessary funds for the Portsmouth's Department of Parks <br />and Recreation to continue a community-based, outdoor recreation program for young people <br />in Portsmouth. Various activities in the program, such as camping, hiking, and facing the!~ <br />physical challenges of an obstacle course, are geared toward helping young people use their <br />leisure time constructively, develop responsible roles as individuals and work together <br />as members of the community. The total program is Federally funded through the Division <br />of Justice and Crime Prevention. There ~s no local match required. The City Manager recom- <br />mends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to transfer <br />$17,149 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> <br />
