Ma~c~ 11, 1980 <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 80-96 "Consideration of an ordinance on first reading to appropriate $212,000 from <br />the Capital Improvements Fund for the extension of Phillips Avenue (Syer Road) from the Public <br />Works Compound to Turnpike Road. <br /> <br /> This appropriation will provide the necessary funds to construct an entrance to the <br />Public Works Compound off Turnpike Road. Due to traffic and safety problems the ingress <br />and egress ento Frederick Boulevard in the midst of two approaches to the interstate is <br />creating a safety hazard not only for City equipment but for citizens. The recent storm <br />amplified the need for an alternate entrance to the Public Works Compound due to the conges- <br />tion and safety problems that occurred at this intersection, the City Manager recommends <br />adoption on first reading. <br /> <br /> Consideration of a motion to award bids to <br />work and pipe. <br /> <br /> On motion of Mr. Holley and seconded by Mr. <br />on first reading, and by unanimous vote: <br /> <br />the lowest responsible bidders for street <br /> <br /> Early, the follQwing ordinance was approved <br /> <br />"AN ORDINANCE TO APPROPRIATE <br />EXTENSION OF PHILLIPS AVENUE <br />TURNPIKE ROAD." <br /> <br />$212,000 FROM TH~ CA9ITRL %~g~ROVBMBNT FUND FOR <br />(SYER ROAD) FROM THE PUBLIC WORKS COMPOUND TO <br /> <br /> Motio~Jof Mr. Barnes and seconded by Mr. Gray, that the contract for the construction <br />to be awarded to Portsmouth Paving Corporation; h8~la~cf6~w~he peppcto be awarded to <br />P~rtsmouth Sales, Inc., being the lowest responsible bidders,~ndkwasc~opteR by unanimous <br />vote. <br /> <br /> 80-97 "Consideration of an ordinance on <br />the Debt Service Fund for note interest on bond <br />Fiscal Year 1979-80. <br /> <br />first reading to appropriate $138,000 from <br />anticipation notes for the balance of the <br /> <br /> This appropriation will provide sufficient funds to pay note interest on anticipated <br />bonds through June 30, 1980. The current budget anticipated that the bonds would be issued <br />during the first 6 months of the fiscal year. Therefore note interest for the first 6 months <br />was the total amount budgeted. Due to the cancellation of the proposed bond sale, it now <br />appears that note interest will be required for the entire fiscal year. The City Manager <br />recommends adoption on first reading. <br /> <br /> Consideration of a motion authorizing the transfer of $135,000 from the Emergency <br />Contingency Account in the General"Fund~t.o~the. Debt Service Fund. The City Manager recommend~ <br />adoption of this motion." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORD%NANCE TO APPROPRIATE $135,000 FROM THE DEBT SERVICE FUND FOR NOTE <br />INTEREST ON BOND ANTICIPATION NOTES FOR THE BALANCE OF FY 79-80." <br /> <br /> Motion of Mr. <br />$155,000 from the <br />ous vote. <br /> <br />Gray and seconded by Mr. Beamer, authorization be granted to transfer <br />the Emergency Contingency Account, as requested, and was adopted by unanim- <br /> <br /> 80-98 - "Consideration of a resolution authorizing the City Manager ~o release a <br />utility easement on Middle Street (closed) between County and Columbia Streets. <br /> <br /> The City Ccuncil by ordinance adopted on June 14, 197- reserved an easement of ap- <br />proximately 59 feet wide in Middle Street. Ba,sed on review of the easement of the Public <br />Utilities Department, the City is able ~o reduce this easement by approximately 2S feet in <br />order to enhance the marketability of the parcels in the area. This resolution will <br />authorize the City Manager to release that portion of the easement to the Portsmouth <br />Redevelopment and Housing Authority that is not required. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the following resolution was adoFted, <br />and by the following v~te: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE A UTILITY EASEMENT ON MIDDLE <br />STREET (CLOSED) BETWEEN COUNTY STREET AND COLUMBIA STREET. <br /> <br /> WHEREAS, by ordinance adopted by the Council <br />June ~4, 1977, a portion of Middle Street between <br />closed as a public street; <br /> <br /> WHEREAS, said ordinance which is recorded in <br />Virginia, ~n Deed Book 777, P. 473, reserved unto <br />and exclusive easement right-of-way and privilege <br /> <br />of the City of Portsmouth, Virginia, on <br />County Street and Columbia Street was <br /> <br />the Clerk's Office of the City of Portsmoutl <br />the City of Portsmouth a free, perpetual <br />for the purpose of installing, constructing, <br /> <br />maintaining, renewing and repairing water pipes and/or lines and other utilities under and <br />across said portion of Middle Street; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority is the owner of the property <br />adjoining said portion of Middle Street on the east and west and has requested a release <br />of the utility easement reserved by the City of Portsmouth in said ordinance; and <br /> <br /> <br />
