400 <br /> <br />March ll, 1980 <br /> <br /> 80-102 On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION CONCERNING THE PROPOSED MINIMUM STANDARDS EOR LOCAL JAILS AND <br /> LOOKUPS OP THE TASK FORCE OE THE BOARD OE CORRECTIONS OF THE COMMONWEALTH <br /> OF VIRGINIA. <br /> <br /> WHEREAS, the Board of Corrections of the Commonwealth of Virginia has caused to be <br />formed a Task Force to recommend Minimum Standards for Local Jail and Lockups; and <br /> <br /> WHEREAS, the Task Force has reported its recommended Minimum Standards and set a public <br />hearing in the City of Richmond on Marcb 12, 1980; and <br /> <br /> WHEREAS, the City of Portsmouth was unable to get a copy of the recommended Minimum <br />Standards until March 6, 1980; and <br /> <br /> WHEREAS, the Jail Advisory Board's, the City Administration's and Sheriff's initial <br />review of the recommended Minimum Standards indicate that same are unclear and leave much <br />room for interpretation; and <br /> <br /> WHEREAS, it is apparent that significant expenditure of funds will be required to <br />comply with the Minimum Standards; and <br /> <br /> WHEREAS, the Jail Advisory Board has requested that the scheduled public hearing be <br />postponed/andior additional public hearings be held and/or the records of the Task Force <br />remain~open"for a reasonable time to permit the inclusion of written comments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Council endorses the request of the Jail Advisory Board that the scheduled <br />public hearing be postponed and.'or additional public hearings be held and/or the files of <br />the Task Force remain open for a reas6nable time to permit the inclusion of written comments <br />in order that the City of Portsmouth and other localities may have a reasonable opportunity <br />to review the recommended Minimum Standards and express their opinions and comments on same. <br /> <br /> BE..IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that such <br />recommended Minimum Standards be reviewed by the General Assembly and that the Commonwealth <br />of Virginia not mandate any standards which are not properly funded by the Commonwealth. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward <br />certified copies of this Resolution to the Honorable John N. Dalton, Governor of Virginia, <br />Members of the General Assembly representing the City of Portsmouth and the Board of <br />Corrections of the Commonwealth of Virginia." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br />80-106 The following report received from Margaret E. Jones, City Treasurer: <br /> <br /> "Attached hereto is a list of Delinquent Personal Proper~y Taxes for the Taxable Year <br />1979 in the amoun~ of $308,420.96. <br /> <br /> The tax is not broken down again this year as it came to us from Data Process with the <br />one outstanding amount. <br /> <br /> The original of this list and the Personal Property Books for 1979 have this date been <br />turned over to Mr. E. K. Rabey, Ill, the Delinquent Tax Collector." <br /> <br /> Motion of M~. Early and seconded by Mr. Gray, the repor~ to be recei~ved as information, <br />and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br /> <br />City Clerk <br /> <br /> <br />
