March 11, 1980 <br /> <br />At a regular meeting of the City Council held on March 11, 1980, there were ~resent: <br /> <br />Richard J. Davis, Jack P. Barnes, Ben A. Beamer, Sr,, E. Saunders Early, Jr., <br />J. Robert Gray, James W. Holley, III, Edward L. Oast, Jr., Robert T. Williams, <br />City Manager, Steven Lieberman, City Attorney. <br /> <br /> Dr. F. S. Rhoades, Pastor, Grove Baptist Church, <br />follow, ed..by t~e~ Pledge of Allegiance to the Flag. <br /> <br /> ~Mayor D~is welcomed all visitors in attendance. <br /> <br />opened the meeting with prayer, <br /> <br /> Motion of Mr. Beamer and Seconded by Mr. Gray, minutes of the called meeting of February <br />26, i980 held at 12:00 noon; minutes of the called meeting of February 26, 1980 held at 6:00 <br />p.m; minutes of the regular meeting of February 26, 1980; minutes of the called meeting of <br />March 7, 1980, to be approved as received, and was adopted by unanimous vote. <br /> <br /> 80-94 Mayor Davis presented a paperweight to R. Bruce Riddle, Jr., Troop 256, having <br />attained the rank of Eagle Scout, Boy Scouts of America. <br /> <br /> 80-95 Mayor Davis presented to Mr. Ashton Lewis a Certificate of Appreciation and a <br />letter opener with the City Seal as an expression of commendation in recognition for out- <br />standing service rendered to the City during the recent snowstorm and blizzard. <br /> <br />was <br /> <br />80-95(a) - On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution <br />adopted.and a ~opy to be forwarded to each name mentioned, by~tkesfollowing vote: <br /> <br />"A RESOLUTION RECOGNIZING THE OUTSTANDING SERVICE OF GIANT OPEN AIR MARKETS, <br />PANCAKE HOUSE, JUDDY RODMAN, AL1 CITY EMPLOYEES EMERGENCY PERSONNEL, AND <br />VOLUNTEERS DURING FHE RECENT SNOW STORM; EXTENDING THE DEEP APPRECIATION <br />AND GRATITUDE OF THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the City of Portsmouth recently experienced what has been described by many <br />residents as the worst snow storm of this century; and <br /> <br /> WHEREAS, during this period citizens of the City were in need of food, emergency <br />service~:-and ~ther necessities; and <br /> <br /> WHEREAS, the herein-named businesses and residents volunteered <br />provide assistance to their neighbors in the community during this <br />invaluable services. <br /> <br />to open their doors and. <br />time of emergency to provide <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the outstand~ <br />lng service of the Giant Open Air Market, Pancake Ho~se, Juddy Rodman, all city employees <br />emergency personnel and volunteers is hereby recognized and the appreciation of the City of <br />Portsmouth is hereby extended." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, HOlley, Oast, Davis <br />Nays: None <br /> <br />UNFINISHED BUSINESS <br /> <br /> 80-80 The following ordinance approved on first reading at the regular meeting of <br />February 26, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $90,590 FROM THE GENERAL FUND FOR HOSPITALIZATION <br />FOR INDIGENTS (~LH) PROGRAMS." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br /> Ayes: <br /> ..... Nays: <br /> <br /> S0-52(6~) The <br />taken up and read: <br /> <br /> Barnes, <br /> None <br /> <br />following <br /> <br />Beamer, Early, Gray, Holley, Oast, Davis <br />ordinance deferred from the meeting of February 26, <br /> <br />1980, was <br /> <br />"ZONING AMENDMENT ORDINANCE Z 79-22" <br /> <br /> Motion of Mr. Holley and seconded by Mr. Barnes, the ordinance to be adopted on final <br />reading. <br /> <br /> Substitute motion of Mr. Oast and seconded by Mr. Gray, the ordinance to be deferred, <br />as recommended by the City Manager, for further consideration~ and was adopted by unanimous vo <br /> <br /> 80-70 - The following communication was received from C. Edward Russell, Jr., Attorney, <br />representing Conard Virginia Corporation: (Addressed to Steven Lieberman, City Attorney) <br /> <br /> "On behalf of Donald B. Katz, President of Conard Virginia Corporation, the undersigned <br />hereb, y withdraws the petition qf Conard Virginia Corporation to locate a sign within the <br />mandatory setback zone on property that he is leasing at 905 Airline Boulevard, Portsmouth, <br />Virginia. Time constraints require Mr. Katz to locate the sign in a less favorable place than <br />he requested. We thank you and City Council for your consideration of this matter. Please <br />advise ~hould you require addi~iona%i~nformation." <br /> <br /> Motion of Mr[ Oast and seconded by Mr. Barnes, to be received as information, and was <br />adopted by unanimous vote. <br /> <br /> <br />
