October 12, 1999 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-99-07 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(i) UP-99-18 <br /> <br />PORT CENTRE - The City of Portsmouth requests a use permit to <br />operate a 130 slip marina. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-99-18 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />99 - 229 - Adoption of an ordinance repealing Section 35-14 of the Code of the City of <br />Portsmouth pertaining to the payment of City bills by credit card. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance repealing Section 35-14 of the Code of the City of <br />Portsmouth pertaining to the payment of City bills by credit card. <br /> <br />Purpose and Need: <br /> <br />· The General Assembly has transferred the decision on whether to accept credit <br />card payments of local taxes, etc. from the local government to the City Treasurer. <br /> <br />· Repeal of the City's ordinance will make it consistent with State law. <br /> <br />· The City Treasurer has indicated that he will continue to accept payments by credit <br />card. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY REPEALING SECTION 35-14 THEREOF <br />PERTAINING TO PAYMENT OF CITY BILLS BY CREDIT CARD." <br /> <br />Ayes: Benn, Griffin, Moody, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />99 - 230 Board and Commissions <br /> <br />There were no appointments. <br /> <br />99 - 231 Items Submitted by City Council <br /> <br />Councilman Benn acknowledged attending a flag ceremony for the Mayor for <br />Columbus Day. <br /> <br />Vice Mayor Griffin thanked Scottish Rite Temple for presentation of various people <br />of the year. <br /> <br />99 - 232 Non-Agenda Speakers <br /> <br />Louis Whitehead, 4415 County Street, Westhaven Civic League, spoke on city <br />government should run efficiently and not be complaint-based. At 701 Amelia <br />Avenue, a portion of the curb was removed around storm drain and still has not <br />been completed. Intersection of Winchester and King Street cut but will not be <br />completed until spring. <br /> <br /> <br />
