October 12, 1999 (d) S-99-02 PORT CENTRE - The City of Portsmouth requests closure of a portion of First Street bounded on the north by the southern right- of-way of the Crawford Street Connector (Connector "S"), and bounded on the south by the westerly extension of the boundary line of the property of the City of Portsmouth (Old Coast Guard Base) and property line of the Norfolk Naval Shipyard, both of which bound First Street on the east. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinances, and was adopted by the following vote: "AN ORDINANCE CLOSING AND VACATING A PORTION OF FIRST STREET BOUNDED BY THE SOUTHERN LINE OF WYTHE STREET, IF EXTENDED EASTWARDLY, AND THE SOUTH RIGHT OF WAY LINE OF THE CRAWFORD CONNECTOR (CONNECTOR "S")." "AN ORDINANCE CLOSING AND VACATING A PORTION OF FIRST STREET BOUNDED BY THE SOUTHERN LINE OF WYTHE STREET, IF EXTENDED EASTWARDLY, AND THE BOUNDARY LINE OF PROPERTY OF THE CITY OF PORTSMOUTH(OLD COAST GUARD BASE) AND THE NORFOLK NAVAL SHIPYARD, IF EXTENDED WESTWARDLY." Ayes: Benn, Griffin, Moody, Whitehurst, Holley Nays: None (e) S-99-03 PORT CENTRE - The City of Portsmouth requests to close all of Bart Street bounded on the west by the Crawford Street Connector (Connector "S") to its point of termination in the Southern Branch of the Elizabeth River and closure of all of Crawford Street bounded on the north by the Southern right-of-way line of Crawford Street. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE CLOSING AND VACATING A PORTION OF BART STREET BOUNDED BY THE CRAWFORD CONNECTOR (CONNECTOR "S") ON THE WEST TO ITS POINT OF TERMINATION IN THE SOUTHERN BRANCH OF THE ELIZABETH RIVER, AND CLOSING AND VACATING A PORTION OF CRAWFORD STREET BOUNDED ON THE NORTH BY THE RIGHT OF WAY OF THE CRAWFORD CONNECTOR (CONNECTOR "S") AND ON THE SOUTH BY THE CHANNEL OF GANDER CREEK." Ayes: Benn, Griffin, Moody, Whitehurst, Holley Nays: None (f) Z-99-08 PORT CENTRE - The City of Portsmouth requests a rezoning of property in the Port Centre area from Commerce Park (CP) and Heavy Industrial (M-2) to Heavy Industrial Conditional (M-2-K). Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that Z-99-08 be approved on first reading, and was adopted by unanimous vote. (g) Z-99-06 PORT CENTRE - The City of Portsmouth requests a rezoning of property in the Port Centre area from Downtown Public (D-l-P), Heavy Industrial (M-2) and Commerce Park (CP) to Industrial (M- 1). Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that Z-99-06 be approved on first reading, and was adopted by unanimous vote. (h) Z-99-07 PORT CENTRE - The City of Portsmouth requests to rezone property in the Port Centre area from Downtown Mixed (D-l-M), Downtown Public (D-l-P), and Heavy Industrial (M-2) to Waterfront (W-l).
