October 12, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 12, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., J. Thomas Benn III, <br />William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City <br />Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn, III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to approve the minutes of <br />a Called Meeting on September 28, 1999, a Regular Meeting on September 28, 1999, <br />and was adopted by unanimous vote. <br /> <br />99 - 227 - Presentations: <br /> <br />Proclamation presented to Cindy McKinnen for "Stop America's Violence <br />Everywhere Today". <br /> <br />Proclamation presented to Nicole Poulin for "Let's Talk Month". <br /> <br />- Public Hearing - <br /> <br />99 - 228 - Public Hearing on rezoning, use permit, street closure, and code amendment <br />applications: <br /> <br />(a) Z-99-04 PRENTIS PARK AND BRIGHTON NEIGHBORHOOD - James <br /> Bazemore requests a rezoning from RS-60 to M-1 at 1513 <br /> Columbus street. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to postpone <br />consideration of Z-99-04 to the public hearing meeting of November 23, 1999, and was <br />adopted by unanimous vote. <br /> <br />(b) Z-99-05 <br /> <br />PINNERS POINT INDUSTRIAL CORRIDOR - Tarmac America, <br />Inc., requests a rezoning from RM-60 to M-I-K at 101 Chautauqua <br />Avenue. <br /> <br />1. R. J. Nutter, 4425 Corporation Lane #420, attorney representing TARMAC, spoke in <br />favor of rezoning application. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-99-05 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(c) CP-99-01 <br /> <br />PORT CENTRE - An amendment to the Comprehensive Plan's <br />Community Facilities Plan Section to expand the community facility <br />uses in the Port Centre Area. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to change the rules of <br />order to allow Mr. Geduldig-Yatrofsky an additional three minutes to speak, and was <br />adopted by unanimous vote. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to UP-99-18 as an <br /> intrusion of a private venture into a public place. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that CP-99-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
