April 8, 1980 <br /> <br /> 80-132 ~ "Consideration of a~motion authorizing the City Manager to waive penalties and <br />interest on consummer utility taxes withheld by PRHA at the direction of the Department o~ <br />Housing and Urban Development. ~ <br /> <br /> A recent <br />permissible for PRHA to make payment of the utility tax and a letter approving <br />HUD is attached for your information. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Gray, that authorization be granted <br />penalties and interest on gonsumer utility taxes witheld by PRHA, as requested, <br />adopted by unanimous vote. <br /> <br />court ruling authorizing payment of consummer utility taxes now makes it <br /> payment by <br /> <br />to waive <br />and was <br /> <br /> 80-133 - On m6iion of Mr. Gray and seconded by Mr. Barnes, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE GRATITUDE OF THE CITY TO THE ELIZABETH RIVER <br />GARDEN CLUB OF POR?SMOUTH AND THE GARDEN CLUB OF VIRGINIA FOR UNDERTAKING <br />THE LANDSCAPING OF THE COURTYARD OF THE 1846 PORTSMOUTH COURTHOUSE; PROCLAIM- <br />ING APRIL 19, 1980 THROUGH APRIL 26, 1980 TO BE HISTORIC GARDEN WEEK IN PORTS- <br />MOUTH. <br /> <br /> WHEREAS, the Elizabeth River Garden Club of Portsmouth and the Garden Club of Virginia <br />have obtained a grant to assist in the landscaping and beautifying of the Courtyard of the <br />1846 Portsmouth Courthouse; and <br /> <br /> WHEREAS, the Garden Club of Virginia has designated April 19, 1980 through April 26 <br />1980 Histo~c Garden Week in Virginia; and ' <br /> <br /> WHEREAS, the Elizabeth River Garden Club of Portsmouth will participate <br />annual event by sponsoring the Hodges Ferry' House and Garden Tour, and a Doll <br />at the Elizabeth Manor Golf and Country Club; and <br /> <br />in this <br /> House Exhibit <br /> <br /> WHEREAS, the Council of the City of Portsmouth wishes to express its gratitude to the <br />Garden Club of Virginia and the Elizabeth River Garden Club of Portsmouth for its continued <br />generosity in participating in projects for the betterment and beautification of property <br />in Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the gratitude of the citizens of the City of Portsmouth and the Council of the City <br />of Portsmouth is hereby publicly expressed to the Garden Club of Virginia and the Elizabeth <br />River Garden Club in appreciation for obtaining a grant to undertak~ the landscaping of <br />the Courtyard of the 1846 Portsmouth Courthouse. <br /> <br /> BE IT FURTHER RESOLVED that the week of April 19, 1980 through April 26, 1980 is <br />hereby proclaimed as Historic Garden Week in Portsmouth; and that the Council of the City <br />of Portsmouth takes this opportunity to urge the citizens of the City to participate in <br />this event by visiting those homes and locations designated on the tour. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the Minutes of <br />the Council and that a copy hereof be presented to the Garden Club of Virginia and to the <br />Elizabeth River Garden Club of Portsmouth." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />80-134 The City Manager furnished the following information to Council: <br /> <br />(1) ~g)y of the audit for the EDA project in Southside I1 is complete and is <br /> available in the Finance Office for your information. <br /> <br />(2) <br /> <br />A copy of a letter from the Virginia Department of Highways and Transportation <br />notifying tentative dates for the bidding of the Victory Boulevard Extension and <br />Towne Point Road. <br /> <br />(3) A copy of a letter from Joseph H. Holleman, Jr., Clerk of the House of Delegates, <br /> forwarding a resolution from the General Assembly. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Oast, pertaining to Item (3), that the letter <br />be referred to the Electoral Board, requesting that they give us a reply on what their <br />present procedures and anything they might plan to do to broaden their present activities <br />a~d was adopted by unanimous vote.
