<br /> The referenced bill is presently under consideration by the Senate Committee on
<br />Environment and Public Works. The bill would reallocate unused waste water treatment
<br />grants from states with poor performance records to those states with superior records
<br />of per~om'~anhe. The amendment, which would only change the determination date, would
<br />allow Virginia to benefit from the proposed legislation. The legislation in its present
<br />form excludes participation by Virginia and therefore Portsmouth. The City Manager recom-

<br />TO ENABLE THE STATE OF VIRGINIA TO BENEFIT FROM THE PROPOSED ADDITIONAL ALLOT-
<br />MENT OF FUNDS FOR THE CONSTRUCTION OF WASTEWATER TREATMENT FACILITIES AND SUP-
<br />PORTING THE PASSAGE OF THIS BILL TO AMEND THE FEDERAl WATER POLLUTION CONTROL
<br />ACT.

<br /> WHEREAS, there
<br />which would provide
<br />treatment facilities to those States which have
<br />Wastewater Treatment Facility Grant Funds and a
<br />House of Representatives (HR-4113) in December,
<br />Senate; and
<br />
<br />is currently pending in the United States Senate, Senate Bill S-1328
<br />additional Federal assistance for the construction of wastewater
<br /> been prompt in their utilization of previous
<br /> virtually identical bill passed by the
<br /> 1979, awaiting Committee review in the
<br />
<br /> WHEREAS, if this legislation is enacted by the Congress, an attempt will be made to
<br />pass a supplemental appropriation for purposes of funding it during F. Y. 1980; and
<br />
<br /> WHEREAS, the legislation as currently drafted provides that only those states which
<br />had obligated ninety percent (90%) or more of their F.Y. 1978 Grant Funds by March 31,
<br />1979, would be eligible to benefit from the proposed legislation during F. Y. 1980: and
<br />
<br /> WHEREAS, while Virginia had not obligated ninety percent (90%) of its F. Y. 1978
<br />Grant Funds by March 31, 1979, it had obligated in excess of ninety-six percent (96%) of
<br />such funds by May 31, 1979; and
<br />
<br /> WHEREAS, the proposed amendment would enable the State of Virginia to receive an
<br />additional Thirty-two Million Dollars ($52,000,OO0.), a portion of which will assist the
<br />City of Portsmouth in the construction of wastewater treatment facilities.
<br />
<br /> NOW, FHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that this Council endorses the amendment to Senate Bill S-1328 which will enable the State
<br />of Virginia to benefit from additional Federal assistance in the construction of wastewater
<br />treatment facilities and supports the passage of this Bill as amended.

<br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to transmit a certified
<br />copy of this Resolution to the Honorable Harry F. Byrd, Jr., United States Senate, and the
<br />Hcnorable John W. Warner, United States Senate and the Honorable Robert W. Daniel, Jr.,

<br />Fund from the Deep Creek Boulevard (Frederick Boulevard to Wright Avenue) project, to the
<br />Broad Street Post Office and Westhaven Park street projects.

<br /> This ~Ol~on will authorize the transfer of $15,000 for each of the above mentioned
<br />project.s~ from the Deep Creek Boulevard project which is 99% complete and has a sufficient
<br />surplus for funding. The funds for the Broad Street Post Office are necessary for engi-
<br />neering and design of the drainage and street improvements for the new Post Office. The
<br />$15,000 allocated for Westhaven Park street improvements is to cover final engineering and
<br />design specifications preparatory to bidding. The City Manager recommends adoption of the

<br /> 80-131 "Consideration of a motion to transfer $128,900 from the Grants Contingency
<br />Account to continue operation of the Lead Base Paint Poisoning Prevention Program.
<br />
<br /> This motion will provide the funds needed to continue operation of the Lead Paint
<br />Poisoning Prevention Program administered by the Portsmouth Health Department. The project
<br />will screen some 2,300 children, ages 1-5, for undue lead absorption, provide diagnosis
<br />and referral for medical care, determine the environmental cause of the poisoning and
<br />assist abatement of the hazard and offer health education to Farents of affected children
<br />as well as the public at large. Funded by the Public Health Service, the project is sup-
<br />ported:zBy~$126,900 in Federal funds, $2,000 in local cash mitdh and S15,268 in local in-
<br />kind. The City Manager recommends adoption of this motion%~
