April 8, 1980 <br /> <br /> 80-126 - "Consideration of an ordinance on first reading to appropriate $278,500 from the <br />Capital Improvements Fund for the installation of sanitary sewers ~n Twin Pines. <br /> <br /> This appropriation will provide the necessary funds for the construction costs and pur- <br />chase of pipe required for the installation of sanitary sewers in Twin Pines. Design funds <br />for this project were included in the Capital Improvements Program 2 years ago. The current <br />Capital Improvements Program includes $395,000 for the installation of sanitary sewers in <br />1979-80. The City received 8 bids on this project ranging in price from $187,000 to $283,000, <br />~ith the engineering estimate at $24S,000. This project will be funded with proceeds from <br />P~b2ic Utility Bonds yet to be issued. The City Manager recommends adoption on first reading. <br /> <br />Consideration of a motion to award bids to the lowest responsible bidders." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APRROPRIATE $278,500 FROM"THE CAPITAl IMPROVEMENT FUND FOR <br />THE INSTALLATION OF SANITARY SEWERS IN TWIN PINES." <br /> <br /> Mo~tion of Mr. Barnes and seconded by Mr. Oast, the contract to be awarded to Suburban <br />Grading & Utilities, Inc., being the lowest responsible bidder; the materials to Lynchbhry <br />Foundry.and Armco Steel Corporation, being the lowest responsible bidders, and was adopted <br />by unanimous vote. <br /> <br /> 80-127 "Consideration of an ordinance on first reading to appropriate $10,000 from <br />the Capital Improvements Fund for emergency repairs to Safety Town. <br /> <br /> This ordinance will apprcpriate the necessary funds to make an estimated $10,000 in <br />repairs to the buildings in Safety Town. Attached for your information is a request from the <br />Clean Community Commission, who also uses Safety Town for educational purposes, requesting <br />the improvements. This project will be funded from General Revenue Sharing proceeds in the <br />Capital Improvements Contingency Account. The City Manager recommends adoption on first <br />reading. <br /> <br /> Consideration of a motion directing the Portsmouth Transportation Safety Commission to <br />review the uses of Safety Town and make recommendations to City Cou~ncil as to the responsibili <br />for making repairs and maintenance in the future. The City Manager recommends adoption of <br />this motion." <br /> <br /> On motion 6f Mr. Barnes and seconded.by Mr. Gray, the following ordinancetor~beapproved <br />on first reading, <br /> <br />'JAN ORDINANCE TO APPROPRIATE $10,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />EMERGENCY REPAIRS TO SAFETY TOWN." <br /> <br /> Motio~of Mr. Gzay and seconded by Mr. Holley, that the amount to be appropriaeed be <br />amended to $41,007 (to include Safety Town, repairs to Civic Center and additional capital <br />improvement contingencies), and was adopted~by unanmmous vote. <br /> <br /> On motion of Mr. Early and seconded by Mr. Beamer, the ordinance was adopted, as amended <br />on first reading, and by unanimous vote. <br /> <br /> Motion of Mr. Holley and seconded by Mr. <br />Center to be awarded to Virteco Corporation, <br />adopted by unanimous vote. <br /> <br />Beamer, the contract for the work on the Civic <br />being ~he~lowest responsible bidder, and was <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that <br />Commission be directed to review the uses of Safety Town <br />quested, and was adopted by unanimous vote. <br /> <br />the Portsmouth Transportation Safety <br />and make recommendations, as re- <br /> <br /> 80-12'8 "Consideration of an ordinance on first <br />Capital Improvements Fund for the final phase(Task 4) <br />Kilby Treatment Plant. <br /> <br />reading to appropriate $60,000 from the <br />of the engineering study for the Lake <br /> <br /> This appropriation will provide the necessary funds to complete the major conditions of <br />Task ~ of the continuing engineering study for the replacement of the deteriorated 2 million <br />gallon storage reservoirs and modifications to the treatment process in compliance with EPA <br />regulations. This Task is the final phase of the engineering study which will identify im- <br />provements and modifications required for the improved operation and conditions of the facili <br />at the Suffolk Lake Kilby complex. This appropriation will be funded from Public Utility bond <br />proceeds, which are also part of the outstanding $5 million authorization. The City Manager <br />recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE FINAl PHASE (TASK 4) OF THE ENGINEERING STUDY FOR THE LAKE KILBY TREATMENT <br />PLANT." <br /> <br /> 80-129 'Consideration of a resolution endorsing an amendment to United States <br />Senate Bill S-1328 to enable the State of Virginia to benefit from an additional allotment <br />of funds for the construction of waste water treatment facilities; and, supporting the <br />passage of~,ghis~Bill to amend the Federal Water Pollution Control Act. <br /> <br /> <br />
