April 22, 1980 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> 1. For the purpose of various public improvements in the Crawford Urban Renewal <br />Project consisting of the Crawford Harbor Parking Facility and other improvements for water- <br />front development, there shall be issued Five Million, Three Hundred Fifty Thousand ($S,380,0~ <br />Dollars of bonds of the City of Portsmouth to be known as General Obligation Bonds pursuant <br />to the provisions of Chapter S of Title 15.1 of the Code of Virginia, 1950, as amended, <br />and provisions of law applicable thereto. The said bonds shall be serial bonds and shall <br />be issued at one time and shall be in such form and of such denominatmon as the Council <br />shall direct. Each issue shall be payable not exceeding forty (40) years from its date, <br />and said bonds shall bear interest at a rate or rates to be hereinafter-determined by the <br />Council upon the sale of said bonds, providing that the maximum rate of interest shall not <br />exceed the maximum rate of interest authorized by law at the time of the sale of said <br />bonds. <br /> <br /> 2. BE IT FURTHER RESOLVED that the City Manager is authorized to execute such <br />documents and agreements pertamning to the Crawford Urban Renewal Project including the <br />Crawford Harbor Parking Facility_and other improvements for waterfront development as may <br />be necessary. <br /> <br /> 3. This resolution shall take effect from the date of its adoption." <br /> <br />80-150 <br /> <br />Ayes: Barnes, <br />Nays: None <br /> <br />Consideration <br /> <br /> Beamer, Early, Gray, Holley, Oast, Davis <br /> <br />of a motion to transfer S18,180 from Public Safety to Education. <br /> <br /> This motion will provide the necessary funds to transfer the school guards from the <br />Police payroll to the School payroll. Under the current law for unemployment insurance <br />School Board employees are exempt during summer months; whereas, City employees are not. <br />This transfer will enable the school system to become the employer. This has been discussed <br />with~th~e~Supe~int~nden~ and_the School Board who haYe_¢oncurred with the recommended ~.han~e. <br />The City Manager zecommends adoption bf tRis motion~.~! <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that authorization be granted to transfer <br />$18,180, as requested, and was adopted by unanimous vote. <br /> <br /> R0-151 "C6nsideration of a motion to transfer $57,326 from the Grants Contingency <br />Account in order to establish Urban Parks and Recreation Recovery Planning and Innovation <br />Projects under the Department of Parks and Recreation. <br /> <br /> This motion would provide the funds necessary to establish two projects available <br />through the Urban Parks and Recreation Recovery Act of 1979. The first would prepare a <br />five-year Action Plan to rehabilitate recreation facilities in the City and the second <br />would provide training programs and materials in order to strengthen volunteer participation <br />· n community Parks and Recreation programs. The projects require a match ration of ?0 percen <br />Federal and 30.percent local and as a consequence will be supported by $51,649 in Federal <br />funds, $5,677 in local cash and $24,372 in local in-kind services.
