APril 22, 1980 <br /> <br />(f) "AN ORDINANCE ESTABLISHING CERTAIN FEES FOR SERVICES RENDERED BY THE POLICE <br /> DEPARTMENT OF THE CITY OF PORTSMOUTH." <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 7-26 AND 7~30 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO CEMETERIES AND SCHEDULE OF FEES <br />AND CHARGES." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-147 "Consideration of an ordinance on first reading to appropriate $5,000,000 <br />from the Capital Improvements Fund for the Crawford Parking Garage and payment to the Ports- <br />mouth Redevelopment and Housing Authority for land and public improvements in the Crawford <br />Urban Renewal Project. <br /> <br /> This ordinance will provide the necessary funds to purchase the land for the site of <br />the parking garage in the amount of $270,000 and for ~3,330,000 for the construction of <br />the parking garage. The cost of the 717 space parking garage includes the piling costs <br />and foundation for an additional level. It does not, however, include fnnds for constructing <br />an additional level; which may be added at anytime in the future as a result of the ad- <br />ditional pilings and loads being included in the original construction. The appropriation <br />also includes $1,400,000 for the Portsmouth Redevelopment and Housing Authority to fund <br />improvements in the Crawford Urban Renewal Project, if required, to guarantee contractual <br />~om~%~ments relative to construction of the High Rise Apartments. The City Manager recommend <br />adoption on first Feading." <br /> <br /> Louis E. Turner, 127 Oregon Avenue, spoke concerning the City building parking garage <br />ff-it~wasT~or the new high rise apartment. The City Manager responded. <br /> following <br /> On motion of Mr. Gray and seconded by Mr. Early, the/ordinance was approved on first <br />reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE NORTHEND PARKING GARAGE AND PAYMENTS TO THE PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY FOR PUBLIC IMPROVEMENTS." <br /> <br /> 80-148 "Consideration of an ordinance on first reading to appropriate $350,000 from <br />the Capital Improvements Fund for street and utility improvements to Water Street. <br /> <br /> This appropriation will provide the necessary funds to make the street and utility <br />improvements to-~ater anJ~Harbbr Streets. The funJihg~fo~ this appropriation is included <br />in the 1980-81 Capital Improvements Program and the funds will not be expended until that <br />time however it is necessary to appropriate the funding at this time because of contractual <br />commitments necessary to the financing of the High Rise. The City Manager recommends <br />adoption on first reading." <br /> <br /> On.motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />'AN ORDINANCE TO APPROPRIATE $350,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />STREET AND UTILITY IMPROVEMENTS TO WATER STREET." <br /> <br /> 80-149 "Consideration of a resolution authorizing the issuance of $5,380,000 of bonds <br />of the City of Portsmouth to be known as General Obligation Bonds for the purpose of various <br />public improvements in the Crawford Urban Renewal Project consisting of the Crawford Harbor <br />Parking Facility and other improvements for waterfront development and a~thorizing the City <br />Manager to execute documents pertaining thereto. <br /> <br /> This resolution will authorize the issuance of bond antizipation notes for the construct] <br />of the Crawford Harbor Parking facility for approximately 720 vehicles with piling and load <br />design for an additional deck which will bring the total to approximately 868 parking spaces. <br />Also this resolution will anthorize the issnance of bonds for public improvements for $~reets <br />required for the development of the parking facility and the 25 story High Rise. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. $'arnes and seconded by Mr. Gray, the following resolution was adopted <br />and by the following vote: ' <br /> <br />"A RESOLUTION AUTHORIZING THE ISSUANCE OF $5,$S0,000. OF BONDS OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, TO BE KNOWN AS SENERAL OBLIGATION BONDS FOR THE PURPOSE <br />OF VARIOUS PUBLIC IMPROVEMENTS IN THE CRAWFORD URBAN RENEWAL PROJECT CONSIST- <br />ING OF THE CRAWFORD HARBOR PARKING FACILITY AND OTHER IMPROVEMENTS FOR WATER- <br />FRONT DEVELOPMENT AND AUTHORIZING THE CITY M&NAGER TO EXECUTE DOCUMENTS PER- <br />TAINING THERETO. <br /> <br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for the projects <br />as hereinafter set forth; and <br /> <br /> WHEREAS, there are no funJs in the treasury of the City of Portsmouth applicable to <br />the payment of said expenses and the cost of said projects and it is, accordingly, necessary <br />to issue General Obligation Bonds of the City of Portsmouth in the sum of Five Million, <br />Three Hundred Fifty Thousand ($5,380,OOO.) Dollars for those purposes. <br /> <br /> <br />
