APril 22, 1980 (f) "AN ORDINANCE ESTABLISHING CERTAIN FEES FOR SERVICES RENDERED BY THE POLICE DEPARTMENT OF THE CITY OF PORTSMOUTH." "AN ORDINANCE TO AMEND SECTIONS 7-26 AND 7~30 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO CEMETERIES AND SCHEDULE OF FEES AND CHARGES." Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis Nays: None 80-147 "Consideration of an ordinance on first reading to appropriate $5,000,000 from the Capital Improvements Fund for the Crawford Parking Garage and payment to the Ports- mouth Redevelopment and Housing Authority for land and public improvements in the Crawford Urban Renewal Project. This ordinance will provide the necessary funds to purchase the land for the site of the parking garage in the amount of $270,000 and for ~3,330,000 for the construction of the parking garage. The cost of the 717 space parking garage includes the piling costs and foundation for an additional level. It does not, however, include fnnds for constructing an additional level; which may be added at anytime in the future as a result of the ad- ditional pilings and loads being included in the original construction. The appropriation also includes $1,400,000 for the Portsmouth Redevelopment and Housing Authority to fund improvements in the Crawford Urban Renewal Project, if required, to guarantee contractual ~om~%~ments relative to construction of the High Rise Apartments. The City Manager recommend adoption on first Feading." Louis E. Turner, 127 Oregon Avenue, spoke concerning the City building parking garage ff-it~wasT~or the new high rise apartment. The City Manager responded. following On motion of Mr. Gray and seconded by Mr. Early, the/ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $5,000,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE NORTHEND PARKING GARAGE AND PAYMENTS TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY FOR PUBLIC IMPROVEMENTS." 80-148 "Consideration of an ordinance on first reading to appropriate $350,000 from the Capital Improvements Fund for street and utility improvements to Water Street. This appropriation will provide the necessary funds to make the street and utility improvements to-~ater anJ~Harbbr Streets. The funJihg~fo~ this appropriation is included in the 1980-81 Capital Improvements Program and the funds will not be expended until that time however it is necessary to appropriate the funding at this time because of contractual commitments necessary to the financing of the High Rise. The City Manager recommends adoption on first reading." On.motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved on first reading, and by unanimous vote: 'AN ORDINANCE TO APPROPRIATE $350,000 FROM THE CAPITAL IMPROVEMENT FUND FOR STREET AND UTILITY IMPROVEMENTS TO WATER STREET." 80-149 "Consideration of a resolution authorizing the issuance of $5,380,000 of bonds of the City of Portsmouth to be known as General Obligation Bonds for the purpose of various public improvements in the Crawford Urban Renewal Project consisting of the Crawford Harbor Parking Facility and other improvements for waterfront development and a~thorizing the City Manager to execute documents pertaining thereto. This resolution will authorize the issuance of bond antizipation notes for the construct] of the Crawford Harbor Parking facility for approximately 720 vehicles with piling and load design for an additional deck which will bring the total to approximately 868 parking spaces. Also this resolution will anthorize the issnance of bonds for public improvements for $~reets required for the development of the parking facility and the 25 story High Rise. The City Manager recommends adoption." On motion of Mr. $'arnes and seconded by Mr. Gray, the following resolution was adopted and by the following vote: ' "A RESOLUTION AUTHORIZING THE ISSUANCE OF $5,$S0,000. OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS SENERAL OBLIGATION BONDS FOR THE PURPOSE OF VARIOUS PUBLIC IMPROVEMENTS IN THE CRAWFORD URBAN RENEWAL PROJECT CONSIST- ING OF THE CRAWFORD HARBOR PARKING FACILITY AND OTHER IMPROVEMENTS FOR WATER- FRONT DEVELOPMENT AND AUTHORIZING THE CITY M&NAGER TO EXECUTE DOCUMENTS PER- TAINING THERETO. WHEREAS, it is necessary for the City of Portsmouth to provide funds for the projects as hereinafter set forth; and WHEREAS, there are no funJs in the treasury of the City of Portsmouth applicable to the payment of said expenses and the cost of said projects and it is, accordingly, necessary to issue General Obligation Bonds of the City of Portsmouth in the sum of Five Million, Three Hundred Fifty Thousand ($5,380,OOO.) Dollars for those purposes.
