April 22~ I980 <br /> <br />"A RESOLUTION ENDORSING THE 1980 CENSUS OF SCHOOL AGE POPULATION; URGING CITIZENS <br />OF PORTSMOUTH TO PARTICIPATE. <br /> <br /> WHEREAS, the period of March 1 through July 31, 1980, has been designated by the <br />State Department of Education as the official time for conducting the 1980 Census of <br />School Age Population; and <br /> <br /> WHEREAS, the census regulations require that each school district count all residents <br />who will have reached their 1st birthday but not their 2Otb birthday as of January 1, 1981, <br />and handicapped persons who will not have reached their 22nd birthday as of January 1, 1981; <br />and <br /> <br /> WHEREAS, the resulting data is used by the Commonwealth of Virginia to determine the <br />proportionate share of the State Sales and Use Tax which shall be returned to each locality <br />for the purpose of public education; and <br /> <br /> WHEREAS, the local share of a State Sales and Use Tax for the City of Portsmouth is <br />approximately One Hundred Fifty Dollars ~$150.) per year for each eligible student counted <br />or approximately Four Million Dollars ($4,000,000.) per year. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the <br />Council hereby endorses the 1980 Census of School Age Population. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby urges all <br />citizens to participate in the 1980 Census of School Age Population by completing and <br />returning the census report form as soon as same is received in the mail." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />80-157 Motion of Mr; Holley and seconded by Mr. Gray, to endorse the priorites for <br />street and highway improvements to be presented at the preallocation hearing on Wednesday, <br />April 23, 1980, was adopted by unanimous vote. <br /> <br /> 80-158 - Mntion of Mr. Holley and seconded by Mr. Gray, t6 go into an executive session <br />to discuss a Personnel Matter, was adopted by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />On motion meeting adjonrned. <br />APPROVED <br /> <br /> Mayor <br /> <br /> <br />
