April 22, 1980 <br /> <br />and prescribing penalties for the violation thereof. <br /> <br /> The bank franchise tax was authorized by the General Assembly in response to pending <br />suits on the current bank stock tax. The bank franchise vax is a result of a joint House- <br />Senate Finance Study Committee. The tax was passed with a $9 tax applicable in 1982, with <br />the general understanding that the rate will be lowered to $1 if the suits are dropped. <br />It is believed that the $9 ra~e will provide sufficient incentive to bring about the dismissa[ <br />of the suits. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved on <br />first reading, and by 6-1(Nay-Oast)vote. <br /> <br /> "AN ORDINANCE AMENDING CHAPTER 35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br /> 1973, B~'ADDING THERETO, ARTICLE XIV, PERTAINING TO A BANK FRANCHISE TAX." <br /> <br /> 80-145 "Consideration of an ordinance to amend the Code of the City of Portsmouth, <br />Virginia, 1973, by amending Section 38-33 pertaining to water meter rates. <br /> <br /> This ordinance will provide for an increase in the ready-to-serve charges for various <br />sizes of water meters. The common residential meter size is 5/8" which currently has a <br />charge of $i per month. The ordinance will increase this fee to $1.50 per month which amounts <br />to a $6 per year increase for residential customers. This is the first time that this charge <br />has been increased since 1973. The charges for larger size meters will also be increased <br />by comparable amounts. The City Manager recommends adoption." <br /> <br /> On. Attacked <br />is a summary showing in each case the rate or fee which is currently being charged and the <br />new proposed rates and fees. Also included where appropriate and available are the rates <br />which neighboring cities charge for similar facilities and services. The City Manager <br />recommends adoption." <br /> <br /> Harold C.
