April 22r 1980 <br /> <br /> 80-126 the following ordinance approved on first reading at the regular meeting of <br />April 8, 1980, was taken up and read: <br /> <br />"AN ORDINANSE TO APPROPRIATE $278,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE INSTALLATION OF SANITARY SEWERS IN TWIN PINES." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinanze was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-127 The following ordinance approved, as amended, on first reading at the regular <br />meeting of April 8, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $41,007 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />EMERGENCY REPAIRS TO SAFETY TOWN AND REPAIRS TO THE CIVIC CENTER AND ADDI- <br />TIONAL CAPITAl IMPROVEMENT CONTINGENCIES," <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-128 The following ordinance approved on first reading at the regular meeting of <br />April 8, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $60,000 PROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />FINAL PHASE (TASK 4) OF THE ENGINEERING STUDY FOR THE LAKE KILBY TREATMENT PLANT." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 80-142 "Consideration of an ordinance on first reading reenacting Ordinance =1979-48 <br />imposing and levying taxes beginning July 1 and ending June 30 of every fiscal year, unless <br />otherwise changed by Council, on real estate, tangible personal property, and machinery <br />and tools for the purpose of raising revenue for the support of governmental operations and <br />the free public schools and to pay principal and interest on the public debt. <br /> <br /> This ordinance will reestablish <br />June 30, 1981 the tax rates for real <br />tools within the City of Portsmouth, <br />first reading." <br /> <br />for the fiscal year beginning July 1, 1980 and ending <br />estate, tangible personal property and machinery and <br />Virginia. The City Manager recommends adoption on <br /> <br /> On motion of Mr. Early and seconded by Mr..Gray, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO REENACT ORDINANZE NO. 1979-48 IMPOSING AND LEVYING TAXES <br />FOR EACH FISCAL YEAR BEGINNINS JULY 1st AND ENDING JUNE 30th, UNLESS OTHER- <br />WISE CHANGED BY COUNC%L, ON REAL ESTATE, IANGIBLE PERSONAL PROPERTY, AND <br />MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE <br />OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC <br />FREE SE~OOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the ordinance was approved on first <br />reading, and by-unanimous vote. <br /> <br /> 80-143 - "Consideration of an ordinance <br />for the operation of the City for and during <br />ending June 30, 1981. <br /> <br />on first reading to appropriate funds necessary <br />the fiscal year beginning July 1, 1980 and <br /> <br /> This ordinance will provide the necessary funds for the 1980-81 Fiscal Year for each <br />of the City's 13 operating funds. A summary of each fund is attached outlining the total <br />appropriation recommended for each fund. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />'AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION <br />GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY lr <br />ENDING JUNE 30, 1981.- <br /> <br />OF THE CITY <br />1980 AND <br /> <br /> 80-144 "Consideration of an ordinance on first reading amending Chapter 35 of the <br />Code of the Gity of Portsmouth, Virginia, 1973, by adding thereto Article XIV imposing a <br />bank franchise tax on banks located in the City of Portsmouth for the year 1980 and annually <br />thereafter, fixing the rate and requiring the payment thereof, requiring certain reports, <br /> <br /> <br />
